Israel will reopen Ben Gurion Airport early Thursday under a phased plan, much earlier than expected, to help bring in stranded Israeli citizens. Incoming flights will land full while outbound planes depart empty, with operations expanding gradually if conditions allow. The airport process will be expedited, and very few flights will be allowed in.
