The Minister of Justice, Keeper of the Seals, Mr. Lotfi Boujemaa, chaired, Sunday afternoon in Constantine, the official installation ceremony of Mr. Azzedine El-Arfi as president of the Court and Mr. Abdenour Kaci as a attorney general at the same court. This event is part of the partial movement recently operated by the President of the Republic, Mr. Abdelmadjid Tebboune of the judiciary, encompassing the presidents of courses, the prosecutors general, as well as the presidents of courts and the state commissioners at the administrative courts.
In a speech pronounced on this occasion, the Minister stressed that this movement constitutes a new impetus aimed at instilling dynamism within judicial institutions through the promotion of recognized and experienced skills.
According to Mr. Boudjemaa, this dynamic reflects the will of the public authorities to establish modern justice, efficient and close to the expectations of citizens.
With regard to the journey of the new president of the Court of Constantine, the Minister recalled that Hédedine El-Arfi, a graduate of the School of the Magistrates Higher, has a long and rich experience in the judicial field. He began his career as a judge in various jurisdictions of wilayas, before held the functions of investigating judge, then president of court. He was then appointed advisor to the Supreme Court, then president of the Mila and Sétif lessons. His ascent, marked by rigor and competence, makes him a profile capable of taking the head of Constantine’s jurisdiction with efficiency.
For his part, the new Attorney General, Abdenour Kaci, also a graduate of the School of Magistracy, has exercised many responsibilities within justice. He was a judge, then a prosecutor in several jurisdictions, notably in the courts of Bir Mourad Raïs (Algiers), Larbaâ (Blida) and Koléa (Tipasa). He was then appointed Attorney General at the Tissemsilt courses and then Boumerdès. The Minister praised his rigor, his in -depth knowledge of the field and his constant commitment in favor of fair and effective justice. He said that the appointment of these two experienced magistrates is a precious reinforcement for the Court of Constantine, at a time when the judicial system is called upon to play a central role in the national reform dynamic. He insisted that the modernization of the justice sector is one of the major axes of the President of the Republic’s program, which attaches capital importance to the transparency, efficiency and accessibility of justice.
In this context, Mr. Boudjemaa highlighted the need to mobilize all skills to achieve the full efficiency of the public court service. He mentioned the constant efforts undertaken to modernize the judicial system, in particular through the progressive introduction of digital technology, the simplification of procedures and the improvement of the quality of the service. The Minister also stressed that the “dynamic mobility” operated within the body of the magistracy in recent years responds to a desire to adapt to the growing requirements of citizens and to developments in law. He called on all players in the sector to continue on this path, actively contributing to the implementation of current structural and organizational reforms.
In the same time, he emphasized the importance of continuing education, which he considers a strategic lever to raise the level of performance and professionalism of magistrates, clerks and administrative staff in the sector. The valuation of human resources thus remains, according to him, a fundamental pillar of any effective public policy in the judicial field.
