President Abdelmadjid Tebboune has repeatedly expressed his interest in the establishment of a new administrative division of the country. The goal: to bring citizens closer to the Administration. This project is at the heart of the priorities of the public authorities. President Tebboune has just given proof of this during his meeting with representatives of civil society, during the working and inspection visit he made last Wednesday in the wilaya of Tizi Ouzou. He stated that the administrative redistricting was an “inevitable necessity” to find a balance between rural and urban communities and thus enshrine the principle of democratic practice.
The state of development across the country’s various wilayas “requires finding a balance between rural and urban communes to enshrine the principle of democratic practice,” President Tebboune explained. In this regard, he mentioned the case of certain communes that are experiencing a financial deficit. In order to remedy this, “administrative redistricting is an inescapable necessity,” he stressed, explaining that “the current organization is no longer adapted to the socio-economic reality of the country.”
“Democracy begins with the municipality, hence the need to open the issue of administrative division, otherwise we will waste even more time,” insisted the President of the Republic.
“The promises and programs presented by candidates in local elections often come up against a different reality. This must be remedied,” he continued.
The issue of administrative division is a “priority”, said the President of the Republic, assuring that the communal and wilaya codes “will guarantee the required balance between rural and urban communes, thus enshrining the principle of development across all the wilayas of the country”.
At the end of May, during a meeting with the notables and representatives of civil society of the wilaya of Khenchela at the end of his working and inspection visit, President Tebboune had affirmed his determination to continue the reforms through the revision of the administrative division and the communal and wilaya codes in order to confer more prerogatives to local elected officials. “We are going to carry out broad reforms concerning heavy files, such as the revision of the administrative division of the country in order to remedy the disparities between the wilayas,” revealed the President of the Republic.
“Before proceeding with a new administrative division, it will be a question of revising the communal and wilaya code in order to confer broad prerogatives to the presidents of the popular assemblies of wilaya and to the local elected officials in terms of development and management. Which is true democracy,” stressed the President of the Republic.
Last Wednesday, in Tizi Ouzou, President Tebboune once again stressed that “development is a right for every Algerian citizen, but its effective implementation and the achievement of the expected objective require in-depth studies,” he said.
However, he recalled, in this regard, “the experiences of stillborn projects that we were forced to convert”, calling for “letting technicians do their work and seeking their opinion on the feasibility or otherwise of the projects”. A documentary by Algerian Television reviewed the main stages of President Tebboune’s visit to the wilaya of Tizi Ouzou and the inauguration of several development projects. The President of the Republic recalled, in this regard, that the inauguration of the late Moudjahid Hocine-Aït Ahmed stadium came “after 14 years of waiting” and “a phase of lamentable management”. The President of the Republic also stressed that Algeria “is moving towards a market economy”.
“In the 1980s and 1990s, the state laid the foundations for centralized investment, but today we are moving towards a free economy, where the investor plays a central role and the state supports him by creating the right conditions and removing bureaucratic obstacles,” he explained. “We have paved the way for Algerians to contribute to development and each citizen can invest in his country with complete peace of mind. We have achieved what was not achieved for 20 years,” he rejoiced.
