The general agricultural census (RGA), launched this Sunday, marks an important step in Algeria’s quest for food security. More than a simple data collection, this national-scale operation will make it possible to draw up a precise and updated picture of the country’s agricultural structure, thus feeding into the formulation of relevant policies and programs for the development of the sector.
This third edition of the RGA, after those of 1973 and 2001, is distinguished by its methodical and inclusive approach. Months of careful preparation were necessary to guarantee optimal coordination between the different actors involved, both at central and local level. The major innovation lies in the integration of technological and digital tools for data collection and processing.
The data collected will serve as a reference database for the various sectors and public development programs and will also constitute dense material for the scientific community. They will deepen knowledge of Algerian agriculture and direct research towards innovative solutions for the challenges of the sector.
One of the key objectives of the RGA is to “capture an updated image of the agrarian structure and integrate into the national agricultural statistical system all the new heritage as well as the changes occurring in the sector”, explained M’hamed Tifouri, Director of Statistics, Digitization and Foresight at the Ministry of Agriculture and Rural Development.
To carry out this major mission, RGA 2024 relies on a substantial human and technical system. More than 6,600 agents, including 29 national supervisors, 120 wilaya supervisors, 6,000 enumerators and 1,200 controllers were mobilized to ensure exhaustive coverage of the national territory.
According to the same official, the RGA 2024 stands out, compared to the two previous RGAs, by the creation of an operational technical committee responsible for deciding on all the proposals to be made to the national committee relating to the technical and operational aspects inherent to the ‘operation. He also noted the presence, for the first time, within the national and technical operational committees responsible for carrying out the RGA, of the Algerian Space Agency (ASAL) and also the presence of the national committee of the High Commission for Digitization.
The careful cartographic division of the country into homogeneous intervention zones allows targeted and precise data collection. Each enumerator is equipped with a questionnaire carefully designed to collect vital information on dozens of agricultural themes, ranging from the use of inputs to mechanization, including water resources.
Anxious to guarantee the reliability of the data collected, the RGA 2024 takes advantage of new technologies. The transcription of questionnaire data is done on an IT platform designed by Algerian experts, allowing two levels of control to minimize errors and inconsistencies.
By being part of a participatory and inclusive approach, the RGA 2024 demonstrates Algeria’s commitment to placing agriculture at the heart of its development priorities. The results of this operation will pave the way for a profound transformation of the sector, guaranteeing the country’s food security and contributing to the emergence of modern, competitive and environmentally friendly agriculture.
