The Minister of Justice, Keeper of the Seals, Lotfi Boudjemaâ, presided over the penitentiary establishment in Koléa (Tipasa), a ceremony in honor of residents who obtained the best results in the baccalaureate and the average education certificate (BEM) for the June 2025 session.
In a speech pronounced on this occasion, the Minister underlined the significant increase in the number of detainees who obtained the baccalaureate for the 2024-2025 school year, an increase of 11.75% compared to the previous year. A total of 4,441 inmates out of the 59,07 candidates obtained the baccalaureate, which corresponds to a success rate of 75.18 %.
He considered that these results testified to the effectiveness of state policy in matters of rehabilitation, rehabilitation and reintegration, thanks to a series of educational, religious, sports, cultural and training programs involving several ministerial departments.
Regarding the examination of the BEM, penitentiary establishments recorded the success of 2,268 detainees out of the 4,164 candidates, a success rate of more than 54 %. According to the Minister, this result underlines the important role played by the various education and training programs in the penitentiary sector, which touched 45,461 detainees registered in literacy, distance education (three levels) or higher education programs.
He also pointed out that the growing demand for these programs had contributed to the increase in the number of detainees who have successfully completed various exams and obtained diplomas as part of vocational and craft training.
This made it possible to increase the number of beneficiaries of the conditional release measure, which concerned 13,994 prisoners between January and July. He also indicated that 27,197 detainees had benefited from parole in 2024, thus stressing the effectiveness of this device in the implementation of the policy of reintegration and the fight against recurrence.
