Major projects.
The hydraulic sector continues its development dynamic, driven by significant achievements and an increasing budget for the year 2026. According to the Minister of Hydraulics, Taha Derbal, no less than 81 dams have already been built across the country, offering a total storage capacity of 8.6 billion m3a volume which should reach nearly 8.9 billion m3 with the commissioning, from the first half of 2026, of five new dams.
These infrastructures concern the wilayas of Souk Ahras (Djedra dam), Tizi Ouzou (Sidi Khalifa and Souk Thlatha dams), El-Tarf (Boukhrfa dam) and Khenchela (Lazreg dam), indicated Mr. Derbal during a hearing session this Tuesday before the finance and budget committee of the National People’s Assembly (APN).
The national network also includes more than 600 small hydraulic dams and weirs, strengthening water security nationwide. At the same time, 18 seawater desalination stations with a total capacity of 3.75 million m³/day were put into service, according to the minister, in addition to 13 single-block stations capable of producing 85,000 m³/day. These infrastructures made it possible to extend the national drinking water distribution network to more than 185,000 km, ensuring a connection rate of 98% and an average consumption of 180 liters per inhabitant per day.
The minister praised the efforts made in the field of sanitation, with the implementation of 234 wastewater treatment systems, including 113 treatment plants and 121 natural treatment systems, for a total capacity of 1.13 billion m³ per year, including 600 million m³ of treated water. The connection rate to sanitation networks now reaches 93%, thanks to a 97,400 km long network. The sector today covers 70% of water needs for agriculture, whether underground or surface resources.
An increase of 19% in the 2026 budget
In order to support this progress, the finance bill for 2026 provides an envelope of more than 370 billion dinars for the sector, an increase of 19% compared to 2025. During a hearing session before the finance and budget committee of the National People’s Assembly, Taha Derbal specified that the project devotes 370.3 billion dinars in commitment authorizations and nearly 531 billion in budget credits. payment, up 65%.
The 2026 program provides for 67 new operations in the field of water resources mobilization, for more than 43 billion dinars, as well as a reassessment of eight projects totaling 950 million dinars. For the supply of drinking and industrial water, 187 new projects are registered for an amount of 113 billion dinars, to which is added the revaluation of 27 operations for 44 billion dinars.
In the field of sanitation and environmental protection, 67 new projects are planned (49 billion dinars), with the reassessment of 15 others (6 billion dinars). The agricultural irrigation component will benefit from 30 new operations (23 billion dinars) and a revaluation estimated at 2 billion dinars.
The bill also provides 71.5 billion dinars for state transfers in favor of public economic enterprises, an increase of 42% compared to 2025. Of this amount, 52 billion dinars will be intended for Algerian Waters, including 43 billion in compensation for the cost of water produced by desalination stations.
Furthermore, more than 13 billion dinars are planned for personnel expenses within the central administration and local directorates. The ministry, which has 9,738 employees, has not included any creation of budget positions for 2026. In addition, the minister stressed that the achievements recorded in 2025 made it possible to consolidate the dynamics of the sector, which remains an essential pillar of water security and sustainable development in Algeria.
