It is in these amphitheatres and these laboratories that the fate of a sovereign and prosperous nation takes shape “, in an amphitheater packed, bringing together students, teachers and local officials.
He also said that “the Algerian University is not a simple academic institution, it is the beating heart of economic and social development”, stressing the strategic role of higher education in the project of society initiated by the President of the Republic, Abdelmadjid Tebboune.
He recalled that the Head of State, from his first mandate, had made knowledge and scientific research a priority lever of national growth and sovereignty. Assuring that “President Tebboune deeply believes that prosperity can only be based on knowledge, only the university is capable of producing it, transmitting it and erecting it as a development engine”, thus highlighting the presidential vision which places knowledge at the center of the national building.
The Minister also wanted to demonstrate that state investment in the university is by no means a burden for public finances. On the contrary, it is a strategic choice intended to strengthen the independence and competitiveness of the country. Improving student living conditions, the gradual doubling of scientific research funding and the constant increase in educational capacities reflect this orientation. He wanted to specify: “We are not only investing in buildings or equipment, we invest in the future of the nation, in its sovereignty and in its ability to meet the challenges of the modern world. »»
The minister argued these remarks by noting that Tissemsilt perfectly illustrates this policy of balance and inclusion. Explaining that Ahmed Ben Yahia El-Wancharissi University of Tissemsilt benefits from reinforced infrastructure, but also innovative programs intended to support its graduates, whether it be their integration into the labor market or their involvement in the creation of start-ups and small businesses. On this occasion, a tribute was paid to Professor Zebbar Djallel, director of the mechanical engineering laboratory of this university, for obtaining an invention certificate. Other doctoral students were also honored, and the prize of the excellence researcher was given to the best teacher-researcher.
Baddari addressed the students, invited to become aware of the place that comes back to them in the Algerian project. “It is here, in these amphitheatres and these laboratories, that the future of victorious Algeria is emerging. You are those who will feed the Republic of your knowledge, your innovations and your patriotism, “he launched, to the applause of assistance. For him, the university is not only a place of training but also a space for creation, dialogue and innovation, where the responses to the major challenges of the 21st century are developed.

The Minister said that Algeria has all the advantages to cross a new level, a dense university network, with 117 establishments, more than 1.8 million students and a capacity that continues to grow. He also recalled the positive macroeconomic indicators recorded in recent years, citing sustained growth, a gross domestic product per capita among the highest in the region and significant investments in the industrial and technological sector. “The university must support this dynamic, by transforming knowledge into wealth and human capital into an engine of growth,” he explained.
In addition, he announced the main lines of the 2025-2026 academic year by announcing that it will be placed under the seal of innovation and the valuation of knowledge, with an unprecedented rapprochement between exact sciences, technologies, human and social sciences.
