Government Meeting
The Government, meeting this Wednesday, under the chairmanship of Prime Minister Sifi Ghrieb, examined a draft executive decree setting out the terms and conditions for benefiting people with disabilities and their companions from free or reduced transport fares. This text, which is part of the implementation of the law
No. 25-01 of February 20, 2025 relating to the protection and promotion of people with disabilities, aims to improve the daily mobility of these people and their companions, to strengthen their autonomy and their social and economic integration.
It provides for free urban public transport and free or an 80% reduction on other means of internal transport, depending on the level of disability. The Government also examined a draft Executive Decree reducing the interest rate as well as part of the profit margin on credits granted by banks and financial institutions for the financing of investment projects. This text aims to guarantee fairness in the treatment between the different financing instruments, through the expansion of the public support mechanism for investment in order to also include operations relating to Islamic finance. At the same time, the draft text establishes a specific mechanism for reducing the interest rate for strategic and structuring investment projects, with the aim of encouraging the financing of major projects and supporting their impact on growth and national economic development. Finally, as part of the monitoring of major urban centers, the Government heard a communication on the progress of the project for the new city of Sidi Abdallah. As a reminder, this city is located 25 km west of the capital (Wilaya of Algiers), accessible by the North –Zéralda ring road for 4.8 km (South Zéralda-Boumerdès ring road junction) and by the Birtouta-Sidi Abdellah-Zéralda railway for 21 km.
The project was launched in 2004 as a model of sustainable development. Currently, the city is built according to standards that classify it as a smart city, where almost half a million residents live. It includes a technological center, notably the National Higher School of Artificial Intelligence, the Higher School of Cybersecurity, the National Higher School of Mathematics and the Higher School of Nanotechnology. Two railway stations have been built to connect this megacity and its university center to Algiers, which also benefited from the pilot project as part of the Smart City. THERE
