The Minister of Public Works and Basic Infrastructure, Abdelkader Djellaoui, announced, the day before yesterday Monday in Saida, the upcoming creation of regional groupings bringing together private construction companies, in order to involve the latter more in the implementation of sector programs across the national territory. On the sidelines of his inspection visit to projects under his department in the wilaya, the minister explained, during the examination of the reinforcement and doubling of the National Road (RN) 92 linking Saïda to Hassasna, that these groupings “will bring together private companies called upon to work alongside public companies for the construction of major infrastructures and structuring projects, such as the road network and its maintenance”. A national census of the companies concerned will be carried out, he said, before they are invited to the ministry’s headquarters to present the new vision of the sector to them.
This aims to “create complementarity between public and private operators in the execution of State programs”, he indicated.
Abdelkader Djellaoui also stressed that these regional groupings will make it possible to quickly mobilize private companies in the event of an emergency, particularly during floods or natural disasters.
“We want to encourage entrepreneurs to participate in calls for tender for major infrastructure projects, in order to strengthen the efficiency and performance of the sector,” he said. Continuing his visit, the minister inspected several major projects, including the Oued El Oukrif development project in downtown Saïda, carried out by the National Large Infrastructure Company (ENGI) in coordination with the local Public Works Department. He praised the efforts made to bring this project to fruition, which he describes as vital for the region.
Mr. Djellaoui also visited the doubling site of the RN6, between the communes of Sidi Amar and Taria (wilaya of Mascara), over a 23 km section. He insisted on respecting quality standards and contractual deadlines, recalling that this heavily used road “will help to streamline traffic, improve the transport of goods and reduce the number of accidents”.
The minister also mentioned the importance of the double-track RN6 project between Sidi Ahmed and the administrative borders of the wilaya of El Bayadh, 20 km long, the commissioning of which is planned for the beginning of November. This project, he stressed, will play a major role in road safety in the region.
Finally, he encouraged the preparation of the specifications for the construction of the second section of the RN6, 18 km long, the launch of work of which is scheduled for the beginning of 2026. This series of projects, concluded the minister, illustrates the Government’s desire to modernize the national road network while promoting the active participation of the private sector in its development.
