Development of a new, more modern sectoral policy adapted to the field

The Minister of Agriculture, Rural Development and Fisheries, Yacine El-Mahdi Oualid affirmed, the day before yesterday in Algiers, that his ministerial department is working to develop a new agricultural policy “realistic and adapted to the terrain”, based on technology and innovation.
During the closing of the work of the National Conference on the modernization of agriculture, organized by the ministry on October 27 and 28 at the CIC ”Abdelatif-Rahal”, the minister specified that the Ministry of Agriculture is working to “establish a sectoral public policy having a real impact on the ground and adapted to the realities of the sector, through better management of the various resources intended for it.”
Noting the need to review the various public policies put in place since independence and to move towards the digital transition,
Mr. Oualid indicated that a structural reform of his department and its related organizations will be undertaken in order to improve their efficiency and rejuvenate them, while integrating technology and moving towards modernization, in particular by bringing together the academic world.
He specified that the National Scientific Council for Food Security will ensure the promotion of university research and innovations and the improvement of productivity.
Concerning the financing of agricultural investments,
Mr. Oualid highlighted the need to put in place new financing mechanisms, especially since “we can no longer rely solely on loans from public banks”.
Private equity could solve several financing problems, just like micro-financing and leasing, he added, while emphasizing the importance of injecting more capital into strategic crops, particularly in the South.
The minister also underlined the need to expand insurance offers to cover all the risks that farmers face on the ground, in order to allow them to work in the best conditions.
Furthermore, the minister welcomed the “valuable recommendations” resulting from the various workshops, recalling that the agricultural sector faces significant challenges and that it is necessary to create spaces for exchange to allow the stakeholders concerned to express their ideas, while emphasizing the importance of social intelligence in making informed decisions.
