Tonight, at midnight, all candidates for the presidential election of September 7 will have filed their declarations of candidacy. This is the deadline set by law. In this regard, the National Independent Authority for Elections (ANIE) indicated in a press release on Monday that the cells for legalizing the forms for the subscription of individual signatures of candidates for candidacy for the presidential election of September 7 will be open until midnight, from Monday to Thursday, July 18. Among those who have announced their intention to run for the presidential election of September 7, the President of the Republic, Abdelmadjid Tebboune, Belkacem Sahli for the Stability and Reform Group, Abdelaali Hassani Cherif for the Movement of Society for Peace (MSP) and Youcef Aouchiche for the Front of Socialist Forces (FFS). The list of candidates selected by the ANIE will be known in seven days.
Indeed, the ANIE is responsible for deciding on the validity of candidacies for the Presidency of the Republic by duly justified decision, within a maximum period of seven days, from the date of filing of the declaration of candidacy. The ANIE transmits to the Constitutional Court its decisions relating to candidacies accompanied by the candidates’ files within a period not exceeding twenty-four (24) hours, from the date of the announcement of its decisions. In the event of rejection, he or she may lodge an appeal with the Constitutional Court within a maximum period of forty-eight (48) hours following the time of notification. The Constitutional Court validates, by decision, the final list of candidates for the election of the President of the Republic, including appeals, within a maximum period of 7 days, from the date of transmission of the last decision of the Independent Authority. The withdrawal of the candidate is neither accepted nor taken into account after the validation of the candidacies by the Constitutional Court, except in the event of a serious impediment legally established by the Constitutional Court or in the event of the death of the person concerned. A new deadline is opened for the submission of a new candidacy. Once their candidacy files have been validated, the candidates begin to present their electoral programs during the electoral campaign, which is declared open twenty-three (23) days before the date of the election and ends three (3) days before the date of the election. Since the date of the convocation of the electorate, the candidates for candidacy for this electoral deadline have had time to withdraw the subscription forms for individual signatures at the ANIE headquarters, at the Palais des Nations (Algiers), either as independents or on behalf of political parties. The National Independent Authority for Elections had recalled that “the declaration of candidacy for the Presidency of the Republic results from the filing of a request for registration with the President of the ANIE by the candidate himself against submission of a receipt”, and this, “in accordance with the provisions of Article 87 of the Constitution and Articles 249, 250, 251 and 253 of Ordinance 21-01 of March 10, 2021 relating to the organic law relating to the electoral system”. “The declaration of candidacy must include the name, first name, signature, profession and address of the person concerned, accompanied by a file containing the documents contained in the aforementioned articles,” specified the ANIE. The candidate must file his declaration of candidacy, at the latest, within 40 days following the publication of the Presidential Decree convening the electoral body. As a reminder, the ANIE announced on Friday that the request for accreditation of professional journalists of Algerian or foreign nationality who must work in Algeria on behalf of a foreign law body, for the purpose of covering the presidential election of September 7, 2024, must be made to the Algerian diplomatic mission or consular representation in the country where the head office of the employing body is established from July 15 to August 20.
