The exceptional revision of the electoral lists was closed on Thursday. It was in anticipation of the presidential election of September 7 that the kickoff of this operation was given on June 12, by virtue of a presidential decree convening the electorate for the holding of an early presidential election.
The exceptional revision of the electoral lists took place under the supervision of the National Independent Electoral Authority (ANIE), which is responsible, under the terms of article 53 of the organic law relating to the electoral system, for “keeping , in accordance with the legislation in force, a national voters’ file, made up of all the electoral lists of municipalities and diplomatic and consular posts.
The said article provides that “the Independent Authority ensures the revision of the electoral lists periodically and on the occasion of each electoral consultation or referendum”.
To this end, revision commissions were set up at the municipal level, composed of a magistrate and three citizens, at the level of all diplomatic and consular districts which work under the supervision and responsibility of the ANIE.
Its president, Mohamed Charfi, declared that he was working tirelessly to mobilize all human and material resources in order to prepare, in the best conditions, the next presidential election.
To do this, he continued, the emphasis is placed on “raising awareness, explaining and implementing regulatory and legal measures, as well as the necessary preparation for this crucial meeting”.
However, according to the law, this operation is not closed.
This is how, during the next five days following the announcement of the closure of the exceptional revision, any citizen whose name does not appear on the electoral list can submit his or her complaint to the president of the electoral administrative commission, in the same way that any citizen registered on one of the lists of the electoral district can make a justified complaint for the removal of a person unduly registered, as provided for in the organic law relating to the electoral system.
In accordance with this law, the president of the municipal People’s Assembly or the head of the diplomatic or consular representation must notify the decision of the administrative electoral commission within a period not exceeding three days to the parties concerned, by any legal means, in accordance with article 68 of the said law.
As a reminder, during the local elections of November 27, 2021 (APC/APW), the electorate was made up of 23,717,479 voters, according to figures provided by ANIE.
According to the latest information, 31 candidates have collected application forms and almost three and a half million sponsorship documents have been distributed to the contenders in the presidential race.
During a press conference, Mr. Charfi recalled the main dates of the process, stressing that candidates have until July 18 at midnight to submit their forms.
The examination of these files by the ANIE will end on July 28, but the Constitutional Court will have one week to examine any appeals, on August 3.
According to Mr. Charfi, the Independent Election Authority has taken all the necessary steps and mobilized all the human and material resources to prepare the presidential election in the best possible conditions.
Speaking about the new organizational arrangements, the president of the body stated that the operation of validating the signatures of the forms will be marked by the mobilization of a large number of notaries and bailiffs, in order to ensure that this operation is completed within the legally required time limits. To this end, the offices responsible for this operation will be open even on Fridays and public holidays, and the opening hours are now set from 8 a.m. to 10 p.m., an extension of two hours.
