In a context where social networks are increasingly shaping public opinion and influencing societal dynamics, Moustafa Hidaoui, the Minister of Youth, in charge of the Higher Youth Council (CSJ), called for a committed, constructive and carrier of values.

Hidaoui, said “that it is necessary to direct young people towards the production of media messages carrying meaning, at the service of the general interest and anchoring the values of citizenship and belonging” on the occasion of its speech to open the preparatory conference for the 2nd edition of the summer camp of the creators of positive impact content. The minister assured that the digital space can no longer be left to chance or delivered to content without benchmarks. Specifying that “the current economic situation requires mobilizing energies to build a responsible digital space, placing societal issues at the heart of its priorities, while accompanying technological developments with a global national vision”.

Organized by the CSJ in Mazafran, this conference brought together a wide range of young content creators, digital communication experts, institutional representatives and associative actors. Its objective is to formulate proposals on the various themes and axes which will be discussed during the second edition of the Camp of content creators, scheduled for the coming weeks. In thematic workshops, participants were invited to confront their ideas, exchange their experiences and identify priority challenges, ranging from the reliability of shared information on social networks to the fight against hate speech and disinformation.

The Minister said that this preparatory step is essential to “allow young content creators to develop their media and creative skills using modern tools and techniques in this area”. It is also a question of strengthening the professionalization of national digital production so that it is able to compete internationally.

Responsibility as guideline

By emphasizing ethics and responsibility, Hidaoui thus installs a deep change in the way in which the digital content is designed and disseminated. He explained: “The importance of the summer camp of the creators of positive impact content lies in the strengthening of collective consciousness as to the responsibility of the digital content disseminated on social networks.” Stressing that a thoughtful and meaningful content is a powerful lever to improve the image of the country.

For the Minister, it is imperative to bring out a generation of committed creators, capable of promoting “a positive image of Algeria in digital spaces” and actively participating in the country’s cultural, social and economic development. Stressing that “youth constitutes an essential pillar to advance the national digital landscape and give it qualitative value”.

It is in this perspective that he urged participants to “continue collaborative work in order to set up organizational and legal mechanisms capable of structuring and developing content creation in Algeria, while supporting youth initiatives with a creative and innovative dimension”.

Beyond the speeches, Hidaoui detailed the concrete actions implemented to support this vision. He thus announced “the creation of a National Festival of Content Creators, which will take place in the first quarter of 2026”, an event that aims to be a showcase of national talents and a meeting place between creators, institutions and economic actors.

The Minister also mentioned “the project to create club creators in youth establishments”, in order to unite local initiatives and to encourage the sharing of know-how. Specifying that these clubs will be spaces of continuing education, innovation and collaboration. In addition, he affirmed that the Higher Youth Council “takes care to fully play its role by intensifying efforts and working with all national skills”, in particular creators of constructive content, in order to “aware of young people more and strengthen social cohesion”.

In addition, the meeting also made it possible to present the results of the first edition of the Cam of Content Creators, which had brought together many young talents and gave birth to collaborative projects, some having found a concrete echo on digital platforms.

This new step is enriched with reflection groups associating representatives from various sectors and organizations concerned, with the mission of offering mechanisms aimed at promoting this area. The exchanges relate to the creation of suitable regulation tools, the development of strategic partnerships and the integration of a stronger educational dimension in content production initiatives.

For the youth department, it is a priority to build a real national digital ecosystem. Faced with the globalization of exchanges and competition from foreign productions, Algeria must bet on its youth to make its voice heard. The Minister assured that the Union of Skills, the Encouragement of Innovation and the establishment of solid organizational executives are the essential conditions to meet this challenge.
