La Banque nationale de l’habitat opérationnelle – Le Jeune Indépendant


The National Housing Bank (BNH) has just been put into service. Its inauguration took place this Saturday at its headquarters in Bab Ezzouar. Among its missions is that of financing AADL 3 projects, following the agreement signed with the National Housing Improvement and Development Agency (AADL) and the National Real Estate Promotion Company (ENPI), revealed the general director of this new bank, Ahmed Belayat.

Speaking During a press conference, Mr. Belayat indicated that the BNH is committed to the approach of the public authorities in terms of economic and social development, by directing its efforts towards modernity and innovation.

According to the first manager of the financial institution, the bank has adopted three values ​​which are “commitment, citizenship and proximity”. The creation of the BNH happens to be among the 54 commitments of the President of the Republic, Abdelmadjid Tebboune, and its effective commissioning is part of a strategy of “support for the real estate sector due to the great mobility which characterizes it.

Resulting from the transformation of the former Caisse nationale du logement (CNL), the National Housing Bank, which maintains the activities of the former CNL, will continue to provide housing assistance missions through the through its compartment dedicated to public programs, and this through its different formulas which are rental purchase (AADL), LPA (assisted public housing), rural housing, public rental housing (LPL) as well as State aid for construction in social housing estates.

Created by decision of the Bank of Algeria n°22-03, the BNH is a universal bank which offers all banking operations, with a particular orientation for the financing of the housing sector. In this context, BNH undertakes to “make available to its customers several deposit and financing products adapted to their needs”.

It should be noted that the launch of the AADL 3 program in 2024 was announced by the President of the Republic, Abdelmadjid Tebboune, during a working and inspection visit to the wilaya of Djelfa at the end of last October. This announcement was followed by statements from the Minister of Housing, Mohamed Tarek Belaribi, who announced, at the end of November 2023, that the launch of subscriptions for the AADL 3 program is planned before the end of the first semester 2024.

It should be recalled that, as part of the 2024 finance law, the country’s authorities have allocated 313 billion dinars for the construction of 460,000 housing units of different formulas, including the AADL3 program. For the latter, the land bases to receive housing projects were determined at the national level, according to the Minister of Housing.

Furthermore, with regard to the distribution of housing planned for July 5, on the occasion of Independence Day, the Minister of Housing insisted on accelerating the pace of work and finalizing projects within the allotted deadlines, in order to guarantee the distribution of housing to beneficiaries under the best conditions and deadlines.

The minister, who chaired a technical meeting devoted to monitoring the progress of housing projects scheduled for the major distribution operation on July 5, was able to monitor the progress of each project in the wilayas concerned using of videos. This innovative approach made it possible to obtain a precise and detailed vision of the progress of the work on the different construction sites.

The distribution operation concerns all the wilayas of Ghardaïa, Ouargla, Biskra, Batna, Sétif, Mila, Tébessa, Guelma, Constantine, Jijel, Skikda, Annaba, Oran, Chlef, Mostaganem, Adrar, Sidi Bel Abbès and Relizane.

In the presence of the central executives of his department, the general director of the National Agency for the Improvement and Development of Housing (AADL) as well as the regional directors of Annaba, Oran, Constantine, Sétif and Ouargla, the minister instructed the concerned officials to remove all obstacles and take all necessary measures to ensure delivery of projects, in accordance with the required quality standards.

It should be recalled that Minister Belarbi announced, during a previous intervention, the distribution of 40,000 AADL housing units in the wilaya of Algiers, including 20,000 units in Sidi Abdellah, on the occasion of 62e anniversary of independence.

The minister affirmed that these completed housing units have all the necessary amenities, after his ministerial department took care to reconcile the construction of housing and the construction of public facilities. He also welcomed the speed of completion of the urban center of 13,300 housing units in Sidi Abdellah, work on which began at the end of 2021.

Belaribi underlined, in this sense, that the rate of progress of the work of the 10,507 housing project, the kick-off of which was given by the President of the Republic, Abdelmadjid Tebboune, on July 5, 2023, is 80 %, the concrete work having been completed, while the work on the various networks will soon begin.
