Faced with the multiplication of natural disasters, Algeria and China tighten their ranks. On a visit to Algiers, a Chinese delegation pleaded for an increased partnership with civil protection, welcoming its expertise and its responsiveness on the ground.

“China wishes to strengthen cooperation with Algeria in the field of natural disaster management, major risks and emergency situations,” said the Deputy Minister of Emergency Management of the People’s Republic of China, Mr. Hu Minglang, on the sidelines of a visit to the headquarters of the National Instruction and Intervention Unit of Dar El Beïda (Algiers), where he attended, alongside a Chinese delegation level, to a presentation on the administrative and operational organization of civil protection.

In this regard, the Chinese official praised “the professionalism of civil protection and the quality of work of his teams in the various fields of intervention, like natural disasters and road accidents”, also welcoming “the rapid response of Algeria to rescue calls from several countries”, by having specialized teams.

For his part, the Director General of Civil Protection, Colonel Boualem Bourelaf, said that “the visit of the Chinese delegation denotes the desire to strengthen fruitful bilateral cooperation in the various fields of civil protection, at best the interests of the two countries”.

Thanks to its geographical position, he added, Algeria has learned the teachings and good practices from its experience in the management of disasters, such as earthquakes, floods and fires in recent decades, for a continuous improvement in the national prevention and response to major risks.

Take advantage of Chinese know -how

The same official has emphasized “the remarkable activity of civil protection on an international scale, illustrated by the positive response to all requests for aid” of the countries affected by major risks, like the earthquakes of Turkey and Syria, the Derna floods in Libya, as well as forest fires in Tunisia.

In addition, Colonel Bourelaf recalled, that civil protection had followed with “great interest” the violent typhoon which struck China in 2023 and “emergency measures, rescue efforts and preventive provisions having accompanied it, and which have demonstrated the capacity of China to face such situations”, indicating that civil protection “wishes a mutual sharing of these expertise and good practices Guarantee better protection of the population and limit the effects of major risks ”.

In addition, the Chinese delegation continued its visit on Thursday from its work program with the Directorate General for Civil Protection. Under the supervision of the institution’s executives, the members of the group carried out several key stages allowing them to discover closely the structures and the operational capacities of the body.

During the visit of the National Coordination Center, Algerian experts presented a detailed presentation on field monitoring and operational management mechanisms at the national level. The passage through the National Museum of Civil Protection offered the Chinese visitor an overview of the historic course of the body, retracing its main stages of evolution and its achievements.

In addition, the visit to the civil protection department of the wilaya of Algiers, the delegation was able to see the structural and administrative organization, discovering technical equipment and modern operational means, and assess the availability of specialized units in different areas of intervention and rescue. Detailed explanations have also been provided to them on daily intervention management methods and the management of various types of risks.

This visit is part of the strengthening of bilateral cooperation between Algeria and China, aimed at consolidating the exchange of experiences in disaster management and prevention of major risks, while contributing to the development of capacity and training and long -term training and intervention mechanisms.
