The cereal farmers of the wilaya of Mostaganem are required to deliver all of their harvests (wheat and barley) to cereal and pulses cooperatives (CCLS) in order to ensure the availability of these raw materials, under the provisions of the complementary finance law 2022, said a statement from the DSA agricultural services of the wilaya of Mostaganem. In this context, the Directorate of Agricultural Services (DSA) of the Wilaya of Mostaganem has called on all cereal producers to deliver their barley harvests to the competent regional cereal and dried vegetable cooperative and this in accordance with the provisions of article 30 of the complementary finance law 2022. In a published statement, the agricultural services management has confirmed that the farmers concerned harvests within a maximum of one week, in accordance with the agreements concluded between them and the cooperative, and in accordance with the legislation in force. The same management has stressed that any delay or lack of delivery of the harvest within the time limit will expose the owner to severe administrative and judicial sanctions. It should be noted that the management had previously warned of the provisions of law n ° 21-15 of December 28, 2021 against illegal speculation, in particular its articles 12 and 13. The same source explained that the management specified that any farmer wishing to individually store part of his harvest must declare it to the Directorate of Agricultural Services (DSA), under penalty to the Cereals and Legumes (CCLS) cooperative in Mostaganem, in addition to legal proceedings. As such and under the law, “producers are held now by the concrete obligation to ensure the entire delivery of the harvest from the CCLS”, it was underlined from the same source.
