The day before yesterday, Monday, at the headquarters of the National People’s Assembly (APN) and in front of the numerous interventions of the presidents of the parliamentary groups, the Minister of Relations with Parliament, Nadjiba Djilali, presented the two bills relating to military medals which reflect, according to the minister, the desire of the new Algeria to anchor a culture of recognition and to establish solid symbolic traditions within the military institution. Pending the possible adoption of the two laws, today Wednesday at the APN, the Minister of Relations with Parliament specified that the bill establishing five new military medals within the People’s National Army (ANP) and the bill amending and supplementing the law creating the ANP medal are part of “the recognition of the efforts and sacrifices of the members of the ANP as well as the realization effective of the will of the new Algeria to anchor a culture of recognition and to establish solid symbolic traditions within the military institution. These two projects also stem from “the pivotal role of the military institution in the protection of national sovereignty, the safeguarding of territorial unity and the defense of the interests of the Nation,” she added.
Concerning the criteria for awarding these medals, the minister explained that the two laws “refer to a Presidential Decree specifying the terms and conditions for proposing personnel concerned by these distinctions”, recalling that the regulations in force within the Ministry of National Defense provide for a proposal note signed by the hierarchical superiors of eligible personnel, according to a list established according to merit.
Regarding the proposal to establish a national medal dedicated to the spirit of sacrifice and the sense of duty for security forces and civilians, Ms. Djilali observed that “the legal framework already exists, and that there is therefore no need to establish a new legislative framework.” In this regard, she cited Law 84-02 of January 2, 1984 establishing the Order of National Merit, article 2 of which stipulates that “the decoration of the Order of National Merit is awarded to reward eminent services rendered to the country in a civil or military capacity, as well as to citizens who, through their creative talent, have contributed to enhancing the prestige of Algeria.” The minister also mentioned Law 06-03 relating to the Civil Service, article 112 of which provides for honorary distinctions awarded to civil servants, in the form of medals of merit and courage, including those belonging to the Civil Protection corps.
