Africa maintains the course of Security Council reform

The Minister of Foreign Affairs and the National Community Abroad, Ahmed Attaf, opened yesterday at the CIC Abdelatif-Rahal International Conference Center in Algiers, the work of the 11th Ministerial Meeting of the Committee of Ten Heads of State and African Union Government (C10) on reform of the United Nations Security Council. In his speech on this occasion, he made known what Africa wants regarding the reform of the Security Council: a reform which will eliminate injustice within this body and restore its role and effectiveness in the face of crises and successive conflicts and their accumulation.
For Ahmed Attaf, it is the futility of diplomatic initiatives to formulate the desired solutions which pushes Africa to want a reform of the Security Council. He stressed that previous experiences have proven that the strength of Africa lies in the unity of its words and the rallying of its members around the noble objectives in which they believe.
Ahmed Attaf affirmed that the recent African dynamic proved the right and legitimacy of Africa in its demands for Security Council reform. During this ministerial meeting, it is for Algeria, in its capacity as a non-permanent member of the Security Council, to reaffirm its commitment to work, alongside the C10, to continue the work within the framework of the process reform of this UN institution, to repair the historical injustice imposed on Africa and to ensure that the Council has greater legitimacy and responds effectively to the growing challenges linked to peace and security.
A preparatory meeting was held on Sunday at expert level in closed sessions, with an overview of international governmental negotiations, in addition to the presentation and debate of the final document, before its adoption. The Secretary General of the Ministry of Foreign Affairs and the National Community Abroad, Lounès Magramane, delivered a speech at the opening of this work, to affirm that a common African position was an important asset reflecting the common will of the 55 Member States of the African Union (AU), and aimed in particular at correcting the historical injustice against the continent. He stressed that “the broad support enjoyed by the common African position within UN member states and various interest groups is a serious recognition of the legitimacy and importance of Africa’s claim as as formulated in the Ezulwini Consensus and the Sirte Declaration.
He also noted that this meeting “is being held at a delicate juncture marked by serious threats, the latest being the continued violation of UN Security Council resolutions by the Israeli occupier, its contempt for international law and decisions of the International Court of Justice, despite the denunciation and multiple international calls to take immediate and effective measures to put an end to the barbaric aggression in Gaza.
“The reform of the United Nations Security Council is now an absolute necessity,” argued Lounès Magramane, estimating that “the relaunch of international governmental negotiations in this framework is of capital importance.”
The Secretary General of the Ministry of Foreign Affairs and the National Community Abroad, recalled that President Abdelmadjid Tebboune had affirmed on numerous occasions, notably in his speech during the work of the 78th ordinary session of the General Assembly (UN General Assembly), held last September in New York, that “the relaunch of international negotiations concerning the reform of the Security Council according to a global and integrated approach must be a priority for the international community, in order to achieve a consensus on a real reform guaranteeing more transparent representation, which confirms Algeria’s commitment to the common African position to put an end to historical injustice against the African continent.
He called on all participants “to seize the opportunity of this meeting to inject strong momentum into collective initiatives and provide full support for the common position to win the bet and meet the expectations of the African people.”
