“Algeria’s official signing of the United Nations Convention against Cybercrime constitutes a reaffirmation of its constant commitment to multilateralism and international cooperation, as an essential instrument to address emerging global challenges,” affirmed the Secretary General of the Ministry of Foreign Affairs, National Community Abroad and African Affairs, Lounès Magramane, from Hanoi (Vietnam).
In a speech delivered at a high-level conference, as part of his participation in the signing ceremony of the United Nations Convention against Cybercrime, held last Saturday and Sunday in Hanoi, Mr. Magramane praised the role of Algeria in the presidency of the Special Committee responsible for developing this Convention. He underlined on the occasion that the official signing of this Convention by Algeria reflects its constant commitment to multilateralism and international cooperation, as an essential instrument to address emerging global challenges.
This Convention constitutes a binding legal framework for a collective response to the multifaceted risks linked to cybercrime. It provides for the creation of mechanisms to adapt traditional criminal investigations to the information technology environment and the establishment of a global mechanism for the exchange of electronic evidence regarding serious crimes.
Referring to Algeria’s efforts at the national level, Mr. Magramane highlighted “the major interest shown by the President of the Republic, Abdelmadjid Tebboune, in digital transformation, which he has placed at the heart of national priorities, through the adoption of an ambitious strategy in this area.”
On this occasion, the organizers praised the role of Algeria and its sustained efforts, through the ambassador, Fouzia Mebarki, who successfully led the negotiation process for four years, in her capacity as president of the Special Committee responsible for developing the text of this Convention, efforts leading to its adoption by the UN and the opening of the signing ceremony in Hanoi.
The adoption of this Convention thus adds to the successes recorded by Algerian diplomacy in recent years, under the leadership of President Abdelmadjid Tebboune.
Also note that no less than 65 states and regional organizations have initialed the document, thus marking a new stage in the global governance of cyberspace.
Thus, the UN Convention to Combat Cybercrime, now called the “Hanoi Convention”, is made up of 9 chapters and 71 articles, establishing a global legal basis for criminalizing cyberattacks, electronic fraud, the distribution of malware and online child exploitation.
