Algeria reaffirms its commitment to disaster risk reduction at the G20

The Minister of the Interior, Local Government and Transport, Saïd Sayoud, highlighted, the day before yesterday Monday in Cape Town, South Africa, the considerable efforts undertaken by Algeria to reduce disaster risks, during the ministerial meeting of the Working Group on Disaster Risk Reduction (DRR) under the G20. In his speech, he stressed that disaster prevention constitutes a national priority at the heart of the
government strategy, reflecting the State’s desire to anticipate risks and strengthen the country’s resilience in the face of natural and technological hazards.
The minister recalled that this strategic orientation was materialized by the development of a modernized legal and institutional framework, in particular through the promulgation, on February 26, 2024, of a new law defining the general rules of prevention and intervention.
This text broadens the scope of major risks to eighteen categories, ranging from natural disasters to industrial accidents, managed according to precise prevention and preparation plans.
According to Mr. Sayoud, this is a key instrument for improving risk governance and strengthening coordination between the different actors involved in the management of emergency situations.
Algeria, he continued, has made notable progress in the implementation of the Sendai Framework for disaster risk reduction, particularly through strengthening infrastructure, improving technical and technological capacities, as well as modernizing early warning and rapid response systems.
These systems, which aim to anticipate threats such as earthquakes, floods or forest fires, rely on the use of cutting-edge technologies, such as geographic information systems (GIS) and the analysis of climate data.
These tools enable better coordination and more proactive decision-making, by facilitating the flow of information between the institutions concerned.
The minister also spoke of the mobilization of appropriate financial resources to support affected populations, through mechanisms such as the Guarantee Fund against Agricultural Disasters, the National Agricultural Mutual Fund or the National Solidarity Fund.
He insisted on the importance of the involvement of the insurance sector and civil society in recovery and solidarity efforts, believing that resilience in the face of disasters relies as much on institutional preparation as on community cohesion.
Mr. Sayoud highlighted the central role of citizen awareness, described as an essential pillar of national policy. Algeria regularly conducts information campaigns and educational programs aimed at instilling the culture of prevention from an early age, particularly in schools, in order to strengthen collective awareness and the preparation of future generations in the face of risks.
Finally, the minister affirmed that Algeria’s participation in this G20 meeting demonstrates its commitment to supporting international efforts to strengthen resilience in the face of disasters and promote cooperation between States, in a context marked by the challenges of climate change.
He reiterated Algeria’s support for the Ministerial Declaration on Disaster Risk Reduction, emphasizing the country’s determination to continue strengthening regional and international cooperation to build a more secure and sustainable future for the benefit of next generations.
