The Minister of Higher Education and Scientific Research, Kamel Baddari, supervised yesterday, with the Minister of Knowledge Economy, Start-ups and Micro-enterprises, Yacine El-Mahdi Oualid, the launch of two new development and innovation platforms, called “Innovation” and “KikStarts”.
These developments come as part of the efforts of the two ministries to introduce new measures to promote innovation. In a speech on the occasion, Baddari said that these two platforms are closely linked to scientific research, innovation, financing, wealth creation and new activities based on the knowledge economy.
Kamel Badari specified that innovation and development projects for wealth creation will be the responsibility of business incubators established at 115 Algerian universities and 29 value creation centers.
For his part, the Minister of Knowledge Economy stated that the Kick Start program is part of new measures to support innovation aimed at supporting innovative project leaders in creating their start-ups. He specified that within the framework of this program twenty business incubators have been set up and each incubator will support ten innovative projects thanks to funding from the ministry.
He further explained that the innovation platform allows to subscribe to tax advantages intended for companies that incur expenses in the framework of research and development (R&D) or open innovation programs.
Through this platform, the companies concerned will be able to benefit, in accordance with the provisions of the 2023 Finance Law (LF 2023), from a deduction of up to 200 million dinars on the Corporate Income Tax (IBS). According to the minister, this measure mainly aims to encourage companies to invest more in R&D and open innovation programs, and to increase spending in this area to reach 3% of Algerian GDP by 2030.
