Presidential election of September 7

On Thursday, July 18, until midnight, the legal deadline, candidates for the presidential election of September 7 submitted their candidacy declaration files at the headquarters of the National Independent Authority for Elections (ANIE) at the Palais des Nations (Algiers). Equipped with their individual signature subscription forms, they were welcomed at the ANIE headquarters by the president of the body, Mohamed Charfi, before submitting their files. It was in the afternoon of Thursday that Abdelmadjid Tebboune submitted his file.
In a statement to the press, he reiterated his thanks to all the parties, organisations and bodies that supported his candidacy, as well as to all the citizens who took the trouble to travel to the municipalities to sign the subscription forms.
He hoped that his “candidacy for the presidential election of September 7th would be accepted by the ANIE”. Abdelmadjid Tebboune also congratulated the new high school graduates to whom he wished a successful university career, while sending his wishes of success in the future to the candidates who were not successful this year.
He also wished good luck to the Algerian athletes who will take part in the Paris Olympic Games in a few days.
The Secretary General of the Socialist Forces Front (FFS), Youcef Aouchiche, also submitted his file on Thursday to the ANIE headquarters at the Palais des Nations (Algiers).
In a statement to the press after submitting his application, Youcef Aouchiche specified that his party had “decided to participate in the next presidential election and not to boycott it because it is convinced of its importance”, stressing that its “ambitious” program was aimed at “all fringes and social categories whose interests we will defend”, he said. The secretary general of the FFS explained that his electoral program, developed after a diagnosis of the situation, will be “a bearer of hope, confidence and change in the face of campaigns aimed at sowing despair”. The president of the Movement of Society for Peace (MSP), Abdelaali Hassani Cherif, also submitted his application on Thursday at the ANIE headquarters at the Palais des Nations (Algiers).
In a statement to the press after submitting his application, Hassani Cherif stressed the importance of the September 7 deadline, emphasizing that “as an active party on the political scene, the MSP must be present with its candidate and its program.” He recalled that his candidacy “received the support of the Ennahda Movement and many citizens,” noting that “this is the second election after the peaceful popular Hirak that brought Algerians together around reform and change.” For the MSP candidate, this deadline constitutes “an opportunity for reform, change and overcoming all the political, social and economic constraints that Algeria has experienced in the past.”
It is also an opportunity to “look to the future of this country in light of regional and international changes,” he said. As a reminder, the Independent Authority rules on the validity of candidacies for the Presidency of the Republic by duly motivated decision, within a maximum period of seven days from the date of filing of the declaration of candidacy. The ANIE transmits to the Constitutional Court its decisions relating to candidacies accompanied by the candidates’ files within a period not exceeding 24 hours from the date of announcement of its decisions. The decision of the Independent Authority is immediately notified to the person concerned.
After examining any appeals, the Constitutional Court shall validate, by decision, the final list of candidates for the election of the President of the Republic, including appeals, within a maximum period of 7 days from the date of transmission of the last decision of the Independent Authority.
The withdrawal of the candidate is neither accepted nor taken into account after the validation of the candidacies by the Constitutional Court, except in the case of serious impediment legally established by the Constitutional Court or in the event of the death of the person concerned. The successful candidates begin to present their electoral programs during the electoral campaign, which is declared open 23 days before the election date and ends three days before the election date.
