The Minister of Higher Education and Scientific Research, Kamel Baddari, chaired this Tuesday, in the wilaya of Tipasa, the ceremony formalizing the transformation of the Morsli-Abdellah University Center into a university hub. This decision comes in accordance with Executive Decree No. 25-267 of 15 Rabi’ al-thani 1447 AH (corresponding to October 7, 2025), establishing the University of Tipasa, after the latter had fulfilled all the structural, educational and research criteria.
During his working visit to Tipasa University, Mr. Baddari inspected the establishment’s incubator as well as an exhibition presenting innovative projects, organized in the amphitheater. These projects included the Technology Support and Innovation Center, as well as a presentation on the university center’s performance in international rankings.
The minister also visited the annex of the Ecole Normale Supérieure before attending a workshop on artificial intelligence at the Faculty of Economic Sciences, and a presentation on start-ups, entrepreneurs and scientific clubs.
Baddari spoke to students who won prestigious awards and patent holders, as well as young people who created start-ups and benefited from microfinancing, listening carefully to their concerns.
In his speech, the minister affirmed that the transformation of the Morsli-Abdellah university center in Tipasa into a university constitutes “a model of success to follow in terms of promoting entrepreneurship, innovation and the knowledge economy”, considering this university as a real engine of wealth creation.
He added that the Tipasa university center has, in just one year, enabled the creation of 31 microenterprises, obtained 14 patents and won 3 national innovation awards. Now, this university is ready to continue its development thanks to the perseverance and dedication of its teaching, student and administrative staff.
On this occasion, Mr. Baddari called for “continuing on this successful path to build a new and prosperous Algeria, and to guarantee the fulfillment of the commitments of the President of the Republic, Abdelmadjid Tebboune, aimed at making the university a platform for science, knowledge and the creation of wealth”.
It should be noted that on the sidelines of this working visit, the minister supervised the signing of a framework partnership agreement between the public Cosider Group, its subsidiary Cosider Agriculture and the University of Tipasa.
