The government, meeting yesterday under the presidency of Prime Minister Sifi Ghrieb, continued the examination of the future highway code, launched the implementation of a national plan to combat drugs, and validated the creation of an institute specializing in cell therapy. Three sensitive issues to modernize public action and meet society’s expectations. This was stated in a press release from the Prime Ministry.
Among the main issues on the agenda is the draft bill on the highway code, which illustrates the firm desire of the State to stem a national scourge. The latter is part of “the implementation of the instructions of the President of the Republic relating to the strengthening of measures to combat the phenomenon of road accidents, in order to preserve human lives as well as private and public property”, specified the same press release.
To this end, new provisions have been introduced with the aim of strengthening the road traffic policy, in particular in the aspects linked to the improvement of road user behavior and the management of risks linked to road infrastructure, as well as the revision of penalties and the criminalization of certain new acts.
Another important issue is the fight against drugs and psychotropic substances. The government has begun examining two draft executive decrees, part of the national drug prevention strategy, initiated by the President of the Republic. The first text governs the conditions and procedures for screening in education, teaching and training establishments. The second aims to establish prevention mechanisms during recruitment in the public and private sectors. This approach reflects a global approach, combining awareness, screening, monitoring, treatment and repression, with the priority of protecting young people against this growing scourge.
“These two texts are an extension of the law governing the prevention and repression of the illicit use and trafficking of narcotics and psychotropic substances,” said the press release. They reflect, according to the same text, the global approach defended by the public authorities, namely, acting at the source through field mechanisms, awareness-raising, support, care, while strengthening the dissuasive arsenal, through more rigorous sanctions against offenders.
Finally, the executive was informed of the progress of a strategic project in the field of health: the creation of a national institute dedicated to cell therapy. “This future establishment will host two specialized centers, one in oncology, the other in regenerative medicine and will be based on a biotechnology platform equipped with cutting-edge laboratories, intended for research and innovation in this field of high-precision medicine, announced the same source.
According to the Prime Ministry, “this project is part of a dynamic of modernization of the national health system, reduction of medical evacuations abroad and strategic positioning of Algeria in the field of advanced medicine”.
