A new law under study.
Often described as failing, the management of primary schools by the Communal Popular Assemblies has always been the subject of strong criticism, whether from parents or social partners. The Minister of National Education, Mohammed Seghir Saâdaoui, raised the possibility of transferring it soon to the state budget, and no longer to the municipalities.
This measure, specifies the minister, will be made possible upon adoption of the new law on municipalities, currently under study in Parliament. A reform which aims to strengthen support for the primary cycle and to ensure better administrative and financial management of establishments.
This announcement was made during a meeting held between the Minister of National Education and Nabil Khwaldia, president of the committee on education, training, higher education, scientific research and religious affairs at the Council of the Nation. The meeting, held at the end of last week, made it possible to address several priority issues in the sector.
Referring to private schools, the minister specified that the granting of approvals will now be done according to the needs of the sector, with particular attention given to specialized establishments. An executive decree setting out the terms of approval will soon appear in Official Journal. Owners of approved schools are invited to submit their applications for extension, creation of new cycles or change of address to the education departments. Authorizations to continue activity will be issued after inspection of the premises by a specialized commission.
Regarding the special status of education personnel, the minister indicated that the final text is being prepared, following several meetings with the social partners. He also clarified that the positions open in the national recruitment competition are vacant positions and not newly created. This competition concerns 45,000 teachers and 24,000 positions intended for other bodies. Contract teachers will be allowed to participate.
The minister recalled that reducing overcrowding in educational establishments remains a priority, particularly in the middle and secondary cycles, through the creation of new infrastructure and the rehabilitation of existing establishments. On the educational level, the national education quality commission continues its work to improve school programs and adapt curricula to current educational needs.
Furthermore, the minister affirmed that the project for the production and distribution of electronic tablets, carried out in partnership with Algerian companies and start-ups, has reached an advanced stage. This initiative is part of the President of the Republic’s guidelines aimed at modernizing the education system.
Finally, he recalled that economic service agents are an integral part of the educational family, and that their demands are studied in a fair approach adapted to the specificities of the sector. For his part, Nabil Khwaldia announced the upcoming holding of a hearing session with the Minister of National Education and his team at the Council of the Nation, in order to continue consultation around structural reforms in the sector.
