On the eve of a debate at the Security Council: The Polisario submits its plan to the UN

In a few days, the UN Security Council is preparing to examine the Sahrawi question, as well as the mandate of the UN Mission for the organization of a referendum in this territory (Minurso) occupied by Morocco. The presentation of a report from the UN Secretary-General is also expected, inspired by the work report carried out by his special envoy Staffan de Mistura during his travels and consultations in the region.

Before this debate, the Polisario Front made a gesture of goodwill, by proposing a response to the Security Council resolutions on the conflict which has lasted for fifty years. The President of the Sahrawi Republic (SADR), Brahim Ghali, presented the day before yesterday, to the UN SG, Antonio Guterres, his expanded proposal for a mutually acceptable political solution providing for the self-determination of the Sahrawi people and the restoration of peace and regional stability.

This proposal is a response to Security Council resolutions, notably resolution 2756 (2024) which, once again, highlighted the importance for both parties to develop their positions in order to move towards a solution.

In his letter, the President of the SADR and Secretary General of the Polisario Front recalls that “the Front submitted its proposal to the Secretary General of the United Nations on April 10, 2007, a proposal of which the Security Council took note in its resolution 1754 (2007) and its subsequent resolutions.”

“This proposal aims to allow the Sahrawi people to exercise their inalienable right to self-determination through a referendum supervised by the United Nations and the African Union (AU), and to express the willingness of the Sahrawi State to negotiate with the Kingdom of Morocco with a view to establishing strategic and mutually beneficial relations between the two countries,” the press release added.

Brahim Ghali underlines that by presenting its expanded proposal, “the Polisario Front remains willing to share the “costs of peace” with the other party, if the latter has the political will, with a view to achieving a just, peaceful and lasting solution which guarantees the self-determination of the Sahrawi people and restores regional peace and stability, in accordance with the purposes and principles of the United Nations Charter and the objectives and principles of the Constitutive Act of the African Union”.

In his message, Mr. Ghali also underlines that “the Polisario Front is firmly convinced that a peaceful, just and lasting solution to the Western Sahara conflict, in accordance with the relevant principles of international law, is not only urgent, but also possible, provided there is a real political will to move away from the status quo and unilaterally imposed solutions, as well as the political courage and foresight necessary to work together for a peace global and sustainable, and to the construction of a common future based on mutual respect, good neighborliness and cooperation.

Thus, the President of the SADR reiterates the willingness of the Polisario Front to engage in direct and serious negotiations with the Kingdom of Morocco, in good faith and without preconditions, under the auspices of the United Nations, on the basis of the spirit and content of the expanded proposal, with a view to achieving a peaceful and lasting solution.

This expanded proposal from the Polisario comes at a time when Morocco persists in its procrastination and procrastination, maintaining, through military force and repression, the status quo in the Sahrawi territory. Rabat hopes to draw hypothetical support from certain parties, by dangling the natural resources and fisheries wealth that Western Sahara contains, ignoring international law and contemptuous of the legal judgments decided by Courts in Europe and around the world.
