“The draft national strategy for the development of institutional communication soon to be submitted to the Government”

Speaking before the Committee on Culture and Institutional Communication, the Minister of Communication, Mr. Zoheir Bouamama, indicated that his sector will present to the Government, in the coming days, the draft national strategy for the development of institutional communication.
Several members of the Popular National Assembly (APN) as well as the Minister of Relations with Parliament, Ms. Nadjiba Djilali participated in this commission. Mr. Bouamama explained that the Ministry of Communication had developed a draft national strategy for the development of institutional communication, aimed at “consolidating trust between State institutions and the citizen”, and this, within the framework of “the overall vision of the communication sector, based on the promotion of institutional communication”, which constitutes “the cornerstone for establishing media sovereignty and an effective tool for reflecting the adequate image of State institutions and structures”.
“The draft of this strategy will be submitted to the Government for debate and enrichment in the coming days,” said the minister who stressed that his sector is banking on this strategy to “bring about a fundamental and global change”, given that its results “will have direct and tangible repercussions on all aspects, including the daily life of the citizen, a stakeholder in the State communication process and at the heart of the Government’s priorities, in accordance with the President’s guidelines.

Based on the predominant role of the national media, the ministry ensures that it “submits to the Government a roadmap including the legal arsenal governing the sector, the implementing texts of which are almost finalized, which will allow the installation of the independent National Audiovisual Regulatory Authority, the Regulatory Authority for the written and electronic press, the Higher Council of Deontology and Ethics of the profession of journalist, in addition to the issuance of the national professional journalist card, the granting of activity licenses for television channels, the allocation of electronic cards to foreign media correspondents, as well as the accreditation of foreign media offices in Algeria. This legal arsenal also includes access for national media to announcements and funding from the relaunched Press Assistance Fund, continues Mr. Bouamama, adding that “next year will see the finalization of the legal system with the launch of the organization and regulation of polling activities, in order to ensure the credibility and transparency of opinion surveys and to make them a tool on which public authorities can rely in their decisions, in addition to the regulation of advertising activities with a view to protecting the consumer and devoting fair competition.
