In a press release made public, the General Directorate of Customs recalled that the processing of postal parcels from abroad was subject to regulatory procedures and that all shipments contravening the provisions in force were intercepted by its services.
Indeed, according to the same press release, “the processing of postal parcels from abroad is subject to the regulatory procedures in force, in particular the provisions of Articles 49, 86 bis 2, 213 paragraphs i and 235 of Law 17-04 of February 16, 2017 amending and supplementing Law 79-07 of July 21, 1979 relating to the Customs Code, and the provisions of Articles 21 to 25 of Ordinance 22-01 of August 3, 2022 relating to the Supplementary Finance Law for the 2022 financial year.”
In addition, the press release from the customs directorate added that “goods occasionally sent from abroad by postal parcels must be intended for personal or family use and must not be of any commercial nature.” The General Directorate of Customs specified that “its services, relying on a digital database to identify senders and recipients, intercept all shipments that contravene the provisions in force. “The Algerian Customs services proceed, in accordance with the legislation and regulations in force, to the seizure of repetitive shipments containing the same type of goods, including mobile phones, sent to the same recipients or to the same addresses, because they consider them to be smuggling channels used by certain individuals to circumvent the legal procedures governing import operations or in which other people may find themselves due to ignorance of such procedures,” the document specifies. “The importation of mobile phones is subject to compliance standards related in particular to the preservation of the safety and health of citizens, quality criteria, personal data security standards and security standards against potential cyber risks, and this, when purchasing a smartphone whether new, used or reconditioned,” according to the same source. “The importation of certain sensitive equipment, such as surveillance cameras and micro-drones, is subject to special authorizations,” notes the press release, specifying that “all necessary measures have been taken to speed up the delivery of postal parcels meeting the required conditions.” To this end, the General Directorate of Customs reminds that “recipients are required to provide their identity and exact address and to present documents or vouchers confirming the electronic orders made to collect their postal parcels,” inviting citizens wishing to obtain more information on this subject to consult its website www.douane.gov.dz or to contact its services by email.
