Le wali mécontent de la lenteur des travaux – Le Jeune Indépendant


The slowness recorded in the progress of the work on the last section of the penetrating motorway (A20) of Béjaïa over 16 km (from PK 16 to PK 00), i.e. from Merdj-Ouamane to the port of Béjaïa, is not to the taste of wali Kamel Eddine Karbouche.

The head of the executive, who follows the project very closely, convened a working meeting, Monday at the end of the day, in order to evaluate the progress of the work on the last part of the project and listen to the explanations of those responsible for the companies and the project owner on the delays recorded and the slowness in carrying out the work.

Also, he did not hide his anger when the engineers of the Chinese companies CRCC and Algerian SAPTA, those of the design office and the officials of the National Highways Agency (ADA) in charge of the project announced that the delivery of the interchange to connect PK 11 and RN 12 (Oued Ghir), which was planned for next July, will only be possible at the end of the current year and probably beyond.

In this regard, the wali decided to contact the Ministry of Public Works in order to dispatch experts to examine the situation, see the technical difficulties identified and identify means to remedy them. During this meeting, the first head of the wilaya called on the companies in charge of carrying out the project to strengthen their sites, whether in human or material resources, despite the lifting of constraints including those relating to needs of the works under construction in TVO and the necessary authorizations previously requested for the supply of embankments to the sites.

As a reminder, the wali had asked CRCC, during previous sessions, to identify all the needs of TVO construction sites in order to intervene and definitively remedy this point considered important in the process of creating roads and any other work. However, the technical difficulties encountered on the ground, including the nature of the soil as well as the marshy and very unstable terrain, make the mission difficult, according to the project’s construction engineers and technicians.

“The route of the last section PK 16 to PK 00, like that of the interchange which must connect PK 11 (Merdj Ouamane) to RN 12 (Oued Ghir) requires a lot of embankment and a lot of effort for the stabilization of the ground, which takes a lot of time and therefore delays the progress of the work.”

The wilaya announced, at the end of the meeting, that “the expropriation investigation and the compensation operation for the owners whose land was expropriated has made significant progress” by referring to the report presented by the DRAG . She then indicated that “the wali expressed his dissatisfaction with the delay in the progress of the work and demanding from the companies and the project owner the acceleration of the work, compliance with delivery deadlines and the consolidation of construction sites in human and material resources”.
