The activities of several municipal assemblies frozen by the Wali
Annaba
On the instructions of the Wali of Annaba, the activities of the Communal Popular Assembly of El Hadjar were frozen. The management and current affairs of this Municipal Assembly have been entrusted to the Secretary General and the Chief of Daïra. The freezing of the activities of the Municipal Assembly of El Hadjar is in addition to those of the APC of Annaba and several other municipalities of the wilaya which, by decision of the wali of Annaba, the activities of elected officials were suspended and were replaced by state officials.
According to authorized sources, the wali of Annaba had the elected officials replaced by state clerks following the disagreements and quarrels which broke out between, on one side the mayor of El Hadjar, and on the other members of the Municipal People’s Assembly.
Still and according to the same sources, members of the APC have refused the approval of a program of the mayor and are demanding his resignation. This state of affairs has blocked the activities of the town hall and the affairs of citizens at a time when the antagonists accuse each other. Members of the El Hadjar Municipal Assembly accuse the president of the APC of mismanagement, we learned.
For his part, the president of the Communal People’s Assembly accuses the members of the APC in question of deliberately blocking work in order to hinder the smooth running of its services. The wali’s decision to freeze the activities of this Municipal Assembly came at a time when several local and wilaya elected officials were on the verge of finding a consensus between the P/APC and its members, an elected official told us.
Well-informed and reliable sources report the application by the wali of the provisions of articles 100, 101 and 102 of law no. 11/10 of 22.6.2011 which give him the right to freeze the activities of the Assembly and to appoint, on a provisional basis, managers to manage the day-to-day affairs of the Municipal Assemblies.
Still and according to the same sources, the president-mayor of the APC of El Hadjar works under the leadership of the Society for Peace Movement (HMS).
The El Hadjar Communal Popular Assembly is not the only structure frozen by state officials. The APC of the wilaya capital of Annaba is also managed by the head of Daïra and the secretary general. An administrator was entrusted by the wali of Annaba to manage the administrative affairs of the APC of the wilaya capital. This state of affairs did not last. The wali reverses his decision and withdraws the management of the APC of Annaba from the administrator in question, we learned.
It is the head of Daïra d’Annaba and the secretary general of the APC who currently manage the affairs of the APC.
Several other municipalities in the wilaya of Annaba are currently managed by heads of Daïras and general secretaries. The citizens of the wilaya of Annaba have not remained indifferent to what is happening in the different APC structures. Serious accusations are made against elected officials and sometimes certain local administration officials through social networks. Due to lack of evidence and the absence of official press releases, we have decided not to publish the accusations in question.
Furthermore, we have learned that investigations have been opened against several APC officials in the wilaya of Annaba and other officials.
They are accused of several suspicious transactions and the payment of the salaries of certain civil servants who are completely absent from their posts. On this subject, we tried several times to contact the wali and the secretary general of the wilaya of Annaba but in vain.
