A cooperation protocol was signed between the Ministries of Justice and Finance with the aim of strengthening the exchange of information, particularly in the area of combating money laundering and the financing of terrorism.
This protocol was signed on Monday by the Acting Director General (DG) of Judicial Affairs at the Ministry of Justice, Abderrezak Bensalem, and the President of the Financial Intelligence Processing Unit (CTRF), Mohamed Saoudia, in the presence of executives from both sectors. In this context, the Acting DG of Judicial Affairs at the Ministry of Justice affirmed that this protocol was part of “national coordination for the fight against money laundering and the financing of terrorism, and to ensure cooperation and the exchange of information between the two parties.”
This agreement will also allow the CTRF to access the databases of the Ministry of Justice, including the criminal record No. 2, in addition to strengthening national cooperation between the different actors in the fight against money laundering and the financing of terrorism.
For his part, the president of the CTRF specified that this convention intervened within the framework of “the efforts of the cell aimed at strengthening the financial system and the system of the fight against the financing of terrorism, and this, in application of international standards in the matter.”
Saoudia recalled that the Finance sector had signed several similar agreements with national bodies, including the General Directorate of Customs (DGD) and the General Directorate of Taxes (DGI), noting that “several projects will be implemented with the General Directorate of National Domain (DGDN) and the Banking Commission, as well as other bodies with the ambition of strengthening the national system to combat terrorism and money laundering.”
Furthermore, it should be noted that the Minister of Finance, Laaziz Faid, chaired, on July 8 and 13 at the headquarters of the ministry, the meetings of two extraordinary sessions of the National Commission for the Assessment of the Risks of Money Laundering, Financing of Terrorism and Financing of the Proliferation of Weapons of Mass Destruction. This was indicated in a press release from the ministry. These meetings are part of the monitoring of the work of this commission and the examination of the draft national risk assessment report and its compliance with the standards recommended by the Financial Action Task Force.
The critical importance of these two meetings was underlined by Mr. Faid during his interventions. He called on all members to intensify their efforts to achieve clear results on the risks of money laundering, terrorist financing and proliferation of weapons of mass destruction, and to make the results of this report widely accessible to the public and private sectors with a view to implementing the recommended measures.
The minister also insisted on the enrichment of the draft partial risk assessment report and the national strategy for preventing money laundering risks, which is part of the missions of this commission.
At both meetings, comprehensive presentations were made by the working group leaders on the status of work related to the national risk assessment, as well as on significant achievements and proposals submitted for consideration.
The members’ interventions focused on the need to ensure the quality and consistency of statistics from the various parties concerned, in order to establish a unified approach to risks, as well as on the importance of valuing the efforts made and encouraging their continuation in a collective and coordinated framework with a view to addressing all observations.
At the end of the meeting, the minister stressed the need for permanent and effective coordination in addition to consultation with all stakeholders, affirming his constant support to all members for the success of the tasks entrusted to them, concludes the ministry’s press release.
