The 13e edition of the Vietnam – Algeria intergovernmental joint commission, which opened this Sunday in Algiers, must lay new milestones in economic cooperation between the two countries. A partnership worthy of the friendly relations that bind them and which must above all exploit the great potential existing between the two countries.
“Holding this session reflects the depth of the historic relations that unite our two countries. It also expresses our common desire to move forward in strengthening bilateral cooperation and consolidating it, in accordance with the vast potential available to our two countries,” said the Secretary General of the Ministry of Industry, Khirreddine Benaissa, who co-chaired this joint commission with the Vietnamese Deputy Minister of Construction.
Highlighting the importance of the expected visit of the Prime Minister of Vietnam, affirming that it constitutes “a pivotal step in the process of strengthening bilateral cooperation”, Mr. Benaissa indicated that “it is a strategic visit which will offer the opportunity to sign a set of agreements and memorandums of understanding, which will breathe new dynamics into bilateral relations and lay the foundations for a phase of growth”. Referring to the depth of relations between the two countries, the SG of the Ministry of Industry reaffirmed Algeria’s commitment to “working together to take our relations to higher levels”. In his speech, Mr. Benaissa did not fail to mention the progress recorded by Algeria in various areas, such as industry, investment, energy and green energies. He affirmed that this meeting, beyond being a space for exchange, is “the ideal tool for transforming visions into initiatives and concrete projects”.
Algeria, an important partner of Vietnam
For his part, Vietnamese Deputy Minister of Construction, Nguyen Tuong Van, underlined the importance of this meeting, calling for “close cooperation” between the two countries as well as the adoption of appropriate solutions in order to raise collaboration to a higher level.
Underlining the “particular importance” of this edition, which is being held on the eve of the official visit to Algeria by the Prime Minister of Vietnam, the Vietnamese Deputy Minister of Construction highlighted the place that Algeria occupies for his country.
“Algeria remains an important partner of Vietnam in the African market and constitutes Vietnam’s fourth largest export market in Africa,” he said, signaling a “remarkable breakthrough” in trade. “In 2024, bilateral trade reached around $220 million, while during the first nine months of 2025, it has already exceeded $450 million, an increase of more than 200% compared to the same period of the previous year,” he said, referring to the other pillar of cooperation between the two countries, namely investment.
The latter continues “to be a symbol of success in economic cooperation between the two countries,” said Nguyen Tuong Van, pointing to the joint venture project between the Vietnamese oil group PetroVietnam (through PVEP), the Thai company PTTEP and the Algerian group Sonatrach at the Bir Seba field, which is continuing effectively, with a capacity of 17,000 barrels per day and a plan to increase total production. He also mentioned the visits made during the past year by several delegations of Vietnamese companies in search of investment opportunities in the sectors of manufacturing of medicines and nutritional supplements as well as construction and labor supply.
Call for close cooperation
Highlighting his country’s “three strategic breakthroughs”, relating to institutional reform, infrastructure development and improving the quality of human resources, as well as the development course set by Vietnam, he called for more cooperation between the two countries to move forward. According to him, the encouraging results achieved between Vietnam and Algeria still remain below the expected level, given the excellent friendly relations and the considerable potential of the two countries.
“This is why Algeria and Vietnam must cooperate closely and adopt appropriate solutions in order to raise our collaboration to a higher level,” affirmed the Vietnamese Deputy Minister of Construction. In this sense, he proposed, on the occasion of this session, to concentrate the exchanges in a “frank and substantial manner”, and to “agree on the essential points to be promoted, as well as on the solutions and modalities of cooperation adapted in potential areas”. These are, he specified, trade (agro-products, aquatic products, consumer goods), oil and gas investment, agriculture, aquaculture, environment, finance, science and technology, education and training as well as construction and tourism.
