Back to school like no other.
Back to school 2025/2026 will not be like the others. The Ministry of National Education has adopted an ambitious framework circular that places students’ health and safety at the heart of priorities. Among the flagship measures is the establishment of periodic medical examinations in establishments to detect possible cases of consumption and addiction to drugs or psychotropic substances in students.
An unprecedented provision that reflects growing concern in the face of the expansion of social scourges in the school environment. Screening and monitoring units (UDS) will now be mobilized to identify any risky situation and ensure immediate care.
If the fight against drugs constitutes the novelty of the circular, the ministry also insists on the maintenance of school solidarity, considered as an essential lever to reduce inequalities.
Free distribution of textbooks before the first week of lessons, payment of the solidarity bonus of 5,000 DA intended for students from poor families before August 20, in coordination with social services, are also on the program.
It is also planned to distribute material aid (satchels, supplies, hearing aids). So many measures intended to guarantee equal opportunities.
School catering is also among the priorities. The canteens will have to open from the first day of the start of the school year and operate under daily control. The ministry aims to generalize access to catering by encouraging the creation of central canteens and converting ordinary canteens when necessary.
It is also required to respect the weekly meal plan, drawn up by coordination advice at the municipalities, accelerate the reception of new school canteens and ensure the generalization of hot meals, thanks to the appointment of qualified cooks in coordination with local authorities.
Society and school transport
The circular attaches great importance to the safety of establishments. Colleges and high schools will gradually be equipped with surveillance cameras, installed in coordination with the security services, in order to protect students and prevent social excesses around schools.
On the organizational level, special attention will be paid to school transport. Thus, the Directions of Education will have to develop, before August 31, a specific plan in consultation with local communities and the directorates of transport. The objective is twofold: meet the needs of students and rigorously control the use of buses, in order to avoid their exploitation for purposes other than school transport. New buses will strengthen the existing park, and only qualified drivers will be assigned to this sensitive service.
Competitions and tenure
The management of teachers and educational staff is another major axis of the circular. Ten measures are planned, the tenure of trainee teachers fulfilling the conditions, the regularization of the annual staff movements in order to ensure better balance in establishments, the reallowing of excess teachers according to educational needs, as well as the integration of graduates of the higher normal schools (ENS) in the cycles corresponding to their initial training.
In addition, external competitions will be launched for recruitment in seven administrative grades: economy, economy assistant, guidance advisor, supervisor of average and secondary education, specialized educator, laboratory assistant and main laboratory attaché.
On the financial level, the ministry announced the regularization of the compensation for contract workers and temporary from November 1, the payment of performance bonuses in the third quarter before the start of the school year and the distribution of the tuition bonus before the resumption of courses.
Regarding function housing, the ministry recalled the need to strictly enforce judicial expulsion decisions in the event of illegal occupation and has prohibited any new allocation outside the centralized digital system.
With these new provisions, the start of the 2025/2026 school year promises to be under close surveillance. Between the fight against drugs, the reduction of inequalities, the security of schools and the strengthening of educational means, the ministry wants to breathe new life into the Algerian school.
