All means will be mobilized to offer each child with specific needs educational and psychological support worthy of their potential, said this Tuesday the Minister of National Solidarity, Family and the Status of Women, Soraya Mouloudji, on the occasion of the inauguration of several specialized establishments in the capital, alongside the Wali Minister of Algiers, Abdenour Rabhi.
Ms. Mouloudji declared that “each child must find their place, progress at their own pace and flourish in an environment that values their abilities,” emphasizing the importance of the need to guarantee quality educational and psychological support from a very young age. She added, during her tour to inaugurate infrastructure in Bologhine, Hussein Dey, Sidi M’hamed and the 1 district.er-May, that these new structures are part of the national strategy working to strengthen the territorial network of specialized education and to guarantee local care for children with special needs. These new structures, under the Kindergarten and Crèche Management Foundation (PRESCO), are placed under the supervision of the Directorate of Social Action and Solidarity (DAS) of Algiers.
Ms. Mouloudji gave directives to provide these establishments with modern educational means and adapted teaching materials, in order to promote the success and development of children. She also urged supervisors to ensure compliance with the program approved by the ministry, designed to meet the specific needs of each category of students.
The minister recalled that the inclusion of children with specific needs can only be effective “with a complete educational and family approach”, involving parents, teachers, psychologists and associations. As such, she placed emphasis on “early care and medicalization of educational approaches”, considering that screening and support, from the earliest years, constitute an essential lever for developing the child’s cognitive and social capacities. Affirming that “inclusion is not only a question of infrastructure, it is a social project”.
Ms. Mouloudji also highlighted the ministry’s desire to stimulate local initiatives and encourage private investment in the field of specialized education, in addition to the public network. She recalled that “this orientation aims to offer more choice to families, to strengthen the territorial network and to guarantee local care in all wilayas”.
In addition, the minister wanted to recall the extent of the institutional system put in place by her department to support children with specific needs. She made it clear that the national solidarity sector currently supervises 242 establishments specializing in adapted education and teaching, to which are added 28 annexes, as well as 1,622 special classes integrated into public schools under the Ministry of National Education.
In total, more than 40,000 children today benefit from educational, psychological and social care, provided by 15,000 supervisors from various specialties including psychologists, speech therapists, specialized educators, teachers and social workers. These figures, maintained the minister, reflect a “constant effort by the State to extend the system and professionalize the disability sector in Algeria, in compliance with the guidelines of the President of the Republic, Abdelmadjid Tebboune, in terms of social justice and territorial equity”.
For Ms. Mouloudji, the ultimate goal remains the creation of an inclusive educational environment, where every child, whatever their difference, can learn, express themselves and flourish. The ministry thus works to develop curricula adapted to the cognitive and sensory abilities of learners, while introducing innovative educational tools to assess progress and stimulate creativity. The minister also highlighted the role of continuing training for supervisors, considered essential to improve the quality of educational and psycho-pedagogical practices.
