The president of the High Authority for Transparency, Prevention and Fight against Corruption, Salima Mousserati, spoke, the day before yesterday Tuesday in Sétif, of the electoral process affirming that the integrity of elections is mainly linked to the impartiality of the party supervising the electoral process. “The creation of the Constitutional Court is also one of the most important institutional mechanisms intended to strengthen the integrity and transparency of the electoral process,” she said.
Speaking at a national seminar on the theme ”The transparency of public life and its role in the promotion of electoral practice”, organized at the Mohamed-Lamine Debaghine University (Sétif 2), Salima Mousserati said that Algeria has endeavored, through its legislation, to create a legal system embodying real transparency of the electoral process.
“Algeria has endeavored, through its legislation, to achieve this transparency by, in particular, the creation of the Independent National Electoral Authority (Anie) which enjoys broad prerogatives,” she continued. Noting that the protection of the electoral operation and the guarantee of its transparency and credibility are achieved mainly through the proper supervision of the electoral operation, and by a set of legal texts governing it.
This protection, continued the president of the High Authority for Transparency, Prevention and Fight against Corruption, also operates through the institutional aspect through the establishment of independent bodies responsible for organizing the electoral operation. in all its stages, from the revision of the electoral lists, the electoral campaign, through the voting operation and until the proclamation of the results. “The country’s high authorities have put in place an integrated institutional and legal system, with a set of constitutional and legal guarantees ensuring the transparency and credibility of the electoral process,” added Salima Mousserati.
For his part, the Secretary General of the National Federation of Higher Education and Scientific Research (Fnesrs),
Amarna, highlighted the role of the university elite. “The university elite, as an effective partner, fundamentally contributes to the ongoing economic, social and political dynamics and is aware of its role in promoting cohesion among the children of the nation,” he said. -he indicates. Believing that the new strategic vision, which is based on the promotion of the Algerian university and its capacity to adapt to the requirements of globalization and the knowledge economy, and to orient its role on the basis of governance, is an integrated strategy that consolidates the objectives of this company.
Several themes were debated during this seminar which is part of the explanation and analysis of the different mechanisms reinforced by the legal arsenal that the Algerian legislator has enacted to establish and establish transparency in public life. and enhance and enrich electoral practice. In particular the transparency of the electoral process as a guarantee of the effectiveness of the right to vote, the role of the High Authority for Transparency, Prevention and Fight against Corruption in strengthening the transparency of public life in Algeria and, the transparency of the administration, as an essential pillar of improving the relationship between the administration and the citizen-voter.
