There will soon be something new in military distinctions. Two legislative texts related to honorary distinctions within the National People’s Army (ANP) were presented for examination this Monday during a plenary session at the National People’s Assembly (APN).
It is on behalf of the government that the Minister of Relations with Parliament, Najiba Djilali, presented the broad outlines of this bill, instituting new military insignia and decorations, as well as the bill modifying and supplementing Law No. 86-04 of February 11, 1986, relating to the creation of the “Merit of the ANP”, one of the highest military distinctions in the country.
Ms. Djilali underlined that these texts reflect the desire of the Algerian State to revalorize the commitment, professionalism and bravery of the members of the ANP, faithful heir of the National Liberation Army (ALN). They aim to legally regulate the award of new honorary decorations, some of which are dedicated to specific areas such as the fight against terrorism, operational excellence, military innovation or even tactical command.
The minister insisted on the memorial and ethical dimension of these projects. “It is not just a question of symbolic medals, but of a real commitment by the State to anchor the culture of recognition and merit within its defense institutions,” she declared. These distinctions are also intended to perpetuate the memory of the sacrifices made by members of the armed forces in the different phases of the country’s contemporary history.
In addition to their honorary role, these badges are seen as a lever of internal motivation, promoting exemplary careers and stimulating excellence within the military ranks. The system will also make it possible to better structure the distinction system and unify the award criteria, according to professional and objective standards.
In detail, the National Defense Commission of the APN presented, during the same session, its two preliminary reports relating to these bills governing honorary distinctions within the People’s National Army (ANP).
The first report concerns the bill amending and supplementing Law No. 86-04 of February 11, 1986. This text notably introduces two new civilian badges intended for assimilated civilian personnel under the Ministry of National Defense.
As for the second bill, which provides for the creation of five new military decorations, it was favorably received by the committee. This highlighted the symbolic and strategic significance of these distinctions, through which the State wishes to promote the commitment, bravery, innovation and competence of all military and civilian personnel of the National Defense.
What are these new distinctions? The Merit of Operational Command, the Medal for the Fight against Terrorism and Organized Crime, the Merit of Military Innovation, the Scientific Merit and the Merit of Cooperation with the ANP, intended for foreign partners, are proposed.
It is expected that these projects will be adopted quickly, before the festivities of the 1er-November, anniversary of the outbreak of the Revolution.
