Prime Minister Sifi Ghrieb chaired a government meeting this Tuesday devoted to examining several files. On the agenda, the regulation of artistic works in public spaces, the improvement of conditions in primary schools, technology transfer, as well as the national strategy for recycling and recovery of waste. This was stated in a press release from the Prime Ministry.
The government first studied a draft presidential decree setting the conditions and modalities for the creation and maintenance of artistic works in public spaces. The objective of this text is to establish “a regulatory framework for the creation and construction of artistic works” in the urban environment, such as statues, monuments and memorials. According to the press release, the said framework must reflect “the historical, cultural and social scope of the Algerian nation”, without forgetting that the project also intends to define the design conditions, the implementation modalities as well as “the applicable technical, artistic and aesthetic standards and specifications”.
In the wake of presidential directives on improving material conditions and services in primary schools, the executive then listened to a presentation on the emergency action plan intended to improve the quality of schooling, we read in the press release. This system concerns “catering, maintenance, heating, transport and availability of staff” for the current school year, detailed the press release. Particular attention is given to students residing in “remote or rural areas”, the same source notes.
On another level, the government also examined a communication relating to the mechanisms for appropriation of technological transfer and the construction of a national development model based on innovation and the results of scientific research. According to the press release, this approach is part of the desire to strengthen the economic role of the university. A road map has, moreover, been developed to set up “an integrated national network bringing together all the laboratories and technological platforms of universities and research centers”, we learn from the press release.
“This network aims to optimize the use of technical and human capacities, to build sustainable technological sovereignty and to generate a new dynamic of industrial and economic growth,” specifies the same source.
At the end of the meeting, the government took note of a communication on “the national nomenclature of recycling and waste recovery sectors”. The press release, in this sense, indicated that light was shed on the national strategy relating to the transition to a circular economy, based on the recovery of waste as a “strategic lever for sustainable development”.
As reported in the ministerial document, the strategy is based on the deployment of structured recycling sectors covering the entire territory, on the establishment of extended producer responsibility – intended to involve manufacturers in the management and financing of the end of life of products – as well as on the creation of modern infrastructure to transform waste into new sources of energy and resources. In the eyes of the government, this approach aims, simultaneously, to “preserve natural resources, reduce dependence on imported raw materials and create local jobs in green sectors”.
