New conflicting episode between Algiers and Paris, and as usual, it was the French part that opened hostilities. The letter transmitted by the French head of state to his Prime Minister is in reality a succession of untruths distilled by an Emmanuel Macron, visibly at the offensive to overflow his Minister of the Interior to the right.
Because it is this attempt to stay at the heart of an increasingly xenophobic, populist and racist political equation, that it is. From the outset, Macron plants the decor “given the growing difficulties we encounter in migratory and security matters with Algeria, I want you to be able to make additional decisions”.
The emphasis on migration and security issues is in itself a political deception that speaks solely to its compatriots most sensitive to extremist discourse. To say that Algeria does not comply with its obligations relating to the agreements of 1994 and 2013 is a patent lie.
For what ? Emmanuel Macron, at the end of the mandate, uses here the same arguments as his Minister of the Interior, by accentuating the line on the supposed responsibility of Algeria, on the questions of OQTF and readmission. The so-called retention measures against French diplomats being only a reaction to apply the principle of reciprocity by Algiers in order to respond to vexatious measures and contrary to the provisions of the Vienna Convention on diplomatic and consular relations. But the French president pretends to ignore these questions to focus on a pseudo-farmented to caress in the direction of the hair an electorate more sensitive to the extremist and anti-algerian racist discourse.
The firm response from the Algerian authorities was distilled through two press releases from the Ministry of Foreign Affairs. In the first, it is specified that Macron’s letter to Bayrou “exempts France from all of its responsibilities and makes all the wrongs bring to the Algerian part. Nothing is further from truth and reality. In all its phases, the current crisis has regularly given rise to official press releases from the Algerian Foreign Ministry.
These press releases systematically established responsibilities in climbing and reveal that the reactions and countermeasures that the Algerian authorities have been able to adopt strictly and rigorously in the context of the application of the principle of reciprocity ”.
With precision and meticulousness, the Algerian press release restored the facts. “It was France that has contravened its own internal legislation. It was France, also, which has failed to comply with its commitments in the triple title of the Algerian-French agreement of 1968 relating to the traffic, employment and stay in France of Algerian nationals and their families, the Algerian-French consular convention of 1974 and the Algerian-French agreement of 2013 relating to the exemption of visas for the holders of diplomatic passports and service.
The untruths of the Elysée Palace
It is France, moreover, which has given itself the sole object of fixing the Algerian-French agreement of 1994 relating to the readmission of Algerian nationals alive in an irregular situation in France, an agreement from which it has distorted the reason for being and diverted the real objectives. It is France, finally, which has freed itself from its duties contracted under the European Convention on Human Rights of 1950 ”.
The Macronian deception is not clear! The untruths of the French government are only a shameless lie intended for internal consumption. What Macron’s letter omits to specify is that the 2013 agreement on the exemption from visas for diplomatic passport holders was signed on insistence of the French part, therefore, no need to make overbidding or blackmail on the Algerian authorities.
The headlines of Paris also forgets the provisions of article 6 of this agreement, an article which stipulates that “the difficulties of interpretation and application of this agreement are regulated by the diplomatic route”. What the French part does not mention. The manifest goal is to overwhelm the Algerian authorities on this file
The second press release from Algerian Foreign Affairs returns to the verbal notifications made to the French Chargé d’Affaires summoned last Thursday. “The first verbal note was intended to formally notify the denunciation by the Algerian party of the Algerian-French agreement of 2013 relating to the reciprocal exemption from visas for holders of diplomatic passports and service. This denunciation goes further than the simple suspension notified by the French part and definitively puts an end to the very existence of this agreement ”.
In other words, if France thought they were holding the Dragee High to Algerians in relation to certain privileges linked to the exemption from visas for diplomats, the Algerian part lets the French know that sovereignly, Algeria has decided to “denounce” purely and simply this agreement, a way of saying in Paris that it is not the center of the universe and that the visas were in the Schengen type do not depend only on the goodwill Macron threats in his letter.
It seems that the French are more than ever “bad students” to take over the famous sentence of General Giap. They are so bad and unruly that they do not retain lessons from the past.
History comforted Algeria in its march towards dignity, sovereignty and independence. Neither Macron, and even less Retailleau, Bardella, Zemmour or Le Pen understood the lesson, even less understood the words of Kassaman: “O France! The time of the palaver is over. We closed it as we close a book. O France! Here comes the day you have to be accountable. ” A fortiori, we are there!
