Plus de 25 millions de documents administratifs numérisés – Le Jeune Indépendant


The Ministry of the Interior, Local Government and Regional Planning has confirmed that it has completed the process of digitizing all administrative documents related to human resources management at the central and local levels.

In a press release made public this Sunday, the department of Brahim Merad announced that, “in accordance with the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, relating to the acceleration of the pace of digitalization of the activities of the different sectors, the Ministry of the Interior, Local Authorities and Regional Planning has put into service several information systems and digital applications, and has completed the operation of digitalization of all administrative documents relating to the management of human resources at the central and local levels.”

The process resulted in the digitization of 25 million and 792,410 documents concerning different groups, including senior officials, employees and contract agents in service, in addition to retirees. The ministry noted that these documents were distributed in 735,926 electronic files, with each electronic file containing 35 digitized documents.

In the same approach, a decision support system for human resources management was developed “Power BI System”, which draws its data from the global information system integrated with human resources management (HRIS). “This system aims to analyze data accurately and in real time, while providing a future perspective in decision-making concerning human resources management,” the ministry said.

The Ministry of the Interior also digitized the national civil status register, with more than 100 million acts (marriage, death, birth) digitized. An application was also set up to allow all ministerial sectors and various organizations to instantly access the national civil status register. According to the services of the Ministry of the Interior, this application facilitated the rapid and error-free execution of several national operations and projects, including the operation of registering people eligible for unemployment benefits, those concerned by solidarity programs, and others.

As a reminder, the President of the Republic had insisted, during the Council of Ministers that he chaired on December 24, 2023, on “the imperative of generalizing digitalization to all government sectors, in a unified manner, under the supervision of the High Commission for Digitalization”. In order to monitor the stages of the digitalization project of all sectors, the Head of State had ordered “the presentation of progress reports to monitor the progress made by accelerating the finalization of all phases, in view of their importance in the development of all government action”.

He had also given instructions, during the Council of Ministers of February 18, aimed at accelerating, as much as possible, the pace of work until the total digitalization of all sectors, and this after having consulted a progress report on the state of progress of the process.
