Five heads of government in three years. It is unheard of in a Fifth Republic renowned for its stability but entering an unprecedented political crisis since the dissolution, in June 2024, of the National Assembly and the anticipated legislative elections. Long before that, France was experiencing an economic crisis which strikes the full whip of large strata of French society.
Prime Minister François Bayrou gave his resignation to the President of the Republic on Tuesday, Emmanuel Macron, who accepted him on Tuesday. This resignation comes in the day after the vote of trust in the National Assembly.
For the moment, Mr. Bayrou ensures, with members of the government, the treatment of current affairs until the appointment of a new government. Emmanuel Macron “will appoint a new Prime Minister in the coming days”, to succeed his historic ally of the modem since 2017, according to the Elysée.
Among the names circulating: Eric Lombard, Sébastien Lecornu, or Catherine Vautrin… whatever the person retained, it will be the fifth head of government since the start of the five -year term in 2022.
However, political opinions diverge radically in their proposals to get out of the crisis, as well as the positions of traditional parties, which complicates the choices of the French president. The national rally wants an “ultra-fast” dissolution and new early elections, while rebellious France directly requests the departure of Emmanuel Macron, as Jean-Luc Mélenchon claimed the day before yesterday. “There is a choice to make concerning the orientation of the country. Only the presidential election will allow us to have this time refounding ”.
The other currents seem to have less resolved positions, avoiding closing the doors to discussions. Socialists and environmentalists want the president to open a prior dialogue. “The rest can only be a Prime Minister from the NFP ranks [l’alliance des partis de gauche née des législatives de l’été 2024] “, Consimes Marine Tondelier, national secretary of environmentalists on X.” In the name of environmentalists, I ask solemnly “to Emmanuel Macron” to receive us before any announcement on his part “, she adds. “His obstruction can no longer last”. The socialist Olivier Faure, for his part, formulated the wish of a “cohabitation” with the Head of State.
What an impact on relations with Algeria
In Algeria, observers and political circles follow the evolution of this political crisis in France, considering that any development in the appointment of a new government could have a direct impact on relations already tense between Algeria and France.
In Algeria, it is still the expectation and no official or unofficial declaration in this direction has been issued, although some have relaunched some scenarios on a possible outcome of the diplomatic crisis with France.
The most widespread idea is to see the arrival at the post of head of government of a socialist or close to the current of the left. De facto, this arrival would clearly mean the departure of Bruno Retailleau, the Minister of the Interior, the man who is at the origin of the dead end to which Algeria and France arrived.
Moreover, he himself refused to be part of a socialist or left executive (or to endorse it), which is however already presented as the most plausible option. “It is out of the question that we accept tomorrow that a Socialist Prime Minister is appointed to Matignon. We entered the government to block the Mélenchonist left, it is not for it to come back through the window, “said LR chief at the summer university of her party.
The socialist senator and president of the France-Algeria friendship group in the Senate, Rachid Temal, of Algerian origin, believes that the appointment of a left government could change things for the Franco-Algerian relationship. For this senator, a departure from the government of the government “would facilitate the resumption of contacts between Algiers and Paris,” he recently said in a declaration to an Algerian electronic site.
Retailleau and his ideological allies are accused by the socialists, as by the left, of making the relationship with Algeria an electoral and political business. They are the ones who keep making incendiary declarations or making unexpected decisions to block any warming or rapprochement between the two countries, as did Retailleau since his appointment to the interior.
In this regard, the position of Algeria is very clear, expressed by the President of the Republic, Abdelmadjid Tebboune, last February in an interview with the French newspaper L’Opinion. “Everything that is Retailleau is doubtful given his hostile and incendiary statements towards our country,” said President Tebboune.
It is obvious that with the formation of a socialist government or a coalition with the left, the relationships between Algeria and France will no longer be the same, and could even announce a first diplomatic thaw.
