Algeria-Qatar: Strengthening the socio-professional partnership

Algeria’s desire to build an operational and sustainable partnership with Qatar, based on the exchange of expertise, the modernization of social systems and skills training, was at the center of the audience granted by the Minister of Labor, Employment and Social Security, Abdelhak Saïhi, to the Qatari Ambassador to Algiers, Abdelaziz Ali Al-Naama, driven by political convergence and a shared interest in the modernization of social policies. This was stated yesterday in a press release from the ministry.

From the start of the discussions, Mr. Saïhi highlighted the depth of the fraternal and historical ties uniting Algeria and Qatar, recalling that bilateral cooperation is based on mutual trust and a common desire to move forward towards concrete projects. He also noted the importance of regular dialogue to evaluate avenues for collaboration and coordinate efforts in strategic sectors such as social protection, professional training, job creation and labor market regulation.

During this meeting which took place last Thursday at the ministry’s headquarters, the minister presented the reforms undertaken by the State to strengthen social safety nets and guarantee the dignity of workers, underlining the government’s policy aimed at establishing a lasting balance between the rights and responsibilities of different socio-professional actors. He assured that these advances constitute a solid basis for attracting new partnerships and promoting high-level technical cooperation.

With this in mind, Mr. Saïhi reiterated the availability of his department to broaden the scope of cooperation with Qatar, in particular through the organization of technical days, specialized meetings, cross-training as well as the signing of new agreements aimed at sharing experiences in the digitalization of services, governance of social security systems and modernization of employment systems. The objective is to implement concrete programs capable of producing a direct impact on administrative practices, support for job seekers and improvement of social protection mechanisms.

Identification of several avenues of work

For his part, the Qatari ambassador praised the solidity of relations between the two countries and expressed his country’s desire to develop more shared programs. He stressed that Algeria is considered by Doha as a strategic partner, particularly for its experience in structuring social policies, regulating the world of work and training human resources. The diplomat also highlighted the convergence of views between the leaders of the two countries, a determining factor in boosting new projects and intensifying coordination in sectors with high potential, maintaining that the expansion of cooperation in the areas of employment, social protection and administrative modernization constitutes a priority expected to translate into concrete actions in the short term.

During their discussions, the two parties reviewed several avenues intended to boost bilateral cooperation. They particularly underlined the importance of organizing field visits in order to allow experts from both countries to better understand the systems in force, to compare their practices and to mutually enrich their approaches. Officials also agreed to set up thematic workshops and joint working groups to deepen technical discussions, identify priority needs and develop operational projects that can be deployed quickly.

Furthermore, particular attention was paid to the development of digital tools intended to facilitate the circulation of information, data management and the evaluation of public policies in the labor and social protection sectors. This axis should make it possible to improve institutional coordination and ensure better efficiency of joint programs.

Finally, the two delegations underlined the need to activate targeted training programs to support the increase in skills of technical managers, promote the transfer of know-how and strengthen shared expertise in the areas identified as priority. Closing the meeting, Mr. Saïhi reaffirmed the availability of his department to work with the Qatari side to build exemplary cooperation that meets the aspirations of the two peoples. The Qatari ambassador, for his part, welcomed this common desire, expressing his country’s commitment to continuing exchanges, strengthening dialogue and preparing operational steps in the short term.
