The conflict between the management of the National Institute of Hotel and Tourism Techniques (INTHT) in Tizi Ouzou and part of its staff, including Youcef Afir, a trade unionist affiliated with the UGTA, does not seem to be going away. On the contrary, the tension continues.

In a letter dated this Sunday, of which the Young Independent has a copy, this trade unionist contacted the Minister of Tourism and Crafts to ask her to intervene to put an end to this situation, and to remind both parties to respect the rights guaranteed by the regulatory texts in force.

Youcef Afir begins by recalling the laws governing labor relations, in particular Law No. 90/04 of February 6, 1990 relating to the settlement of individual labor disputes, Law No. 23/02 of April 25, 2023 relating to the exercise of the right to organize, as well as Executive Decree No. 12/210 of May 9, 2012 establishing the standard status of national hotel and catering institutes. tourism.

In his correspondence, he requests urgent intervention from the supervisory authority, accusing the director of the establishment of having aggravated the situation by resorting to “all illegal methods”, including threats, intimidation and pressure, having led to arbitrary and improvised sanctions against workers affiliated to the union of the General Union of Algerian Workers (UGTA).

Youcef Afir’s accusations do not stop there. He also denounces the closure of all avenues of dialogue, despite the recognition of the union as a social partner, committed to healthy governance and participatory democracy. It also mentions abuses against workers, reflected in a clear obstruction of the exercise of the right to organize and a non-compliance with regulatory and legal texts, in particular article 11 of chapter II, section I of law 23/02 relating to the protection of freedom of association, as well as articles 149 and 158 of the penal code, which provide for sanctions against any employee or manager obstructing the exercise of the right to organize by threat, pressure or any other means of restriction aimed at blocking union activity.

Listing a series of other grievances against the management, Youcef Afir asks the minister to send a commission of inquiry to the site, in order to open an investigation into the management of the director of the INTHT of Tizi Ouzou. Finally, it should be noted that the author of the letter sent copies of the correspondence to all local officials, in particular the wali and the president of the APW.
