The Financial Times claims that the measures will affect 149 oil tankers that the EU believes are linked to Russia’s shadow fleet.

The restrictions will also apply to companies from third countries, including the UAE, Turkey, Serbia, Vietnam and Uzbekistan, which are suspected of helping Russia evade sanctions.
