Tout sur l’AADL 3 – Le Jeune Indépendant


From July 5 at 5 p.m., registrations for the AADL 3 housing program will be launched via a dedicated digital platform. This was indicated by Mohamed Tarek Belaribi, Minister of Housing, Urban Planning and the City.

Mr Belaribi said registrations will be 100% electronic, based on National Identification Number (NIN) and Social Security Number. He assured that “from now on, it will only take a few clicks on a computer or even on a mobile phone to register on the new AADL 3 platform”, stressing that this simplified approach aims to guarantee equality of chances of access to housing and to fight against bureaucracy.

During his speech, on the occasion of the inauguration of the new headquarters of the Algerian Agency for Housing Development (AADL), Mr. Belaribi reaffirmed the government’s desire to guarantee decent housing for all citizens. As part of the realization of the social character of the State, the minister assured that the AADL 3 program is part of a dynamic of renewal and efficiency within the housing sector.

Anxious to respond to the concerns of subscribers, the Ministry of Housing has reviewed the terms of payment for AADL housing through the amendments made to Executive Decrees 01/105 concerning the terms of allocation of apartments within the framework of rental purchase .

Belaribi announced that among the new measures, the number of payment installments increased from 4 to 5 installments. A measure which aims to ease the financial pressure on households and allow them to apply for the rental-purchase formula with complete peace of mind.

In addition, payment deadlines have been extended from 25 years to 30 and 35 years, depending on the situation of the beneficiaries, their income and that of their spouses. This increased flexibility will allow low-income families to get involved, without compromising their budgetary balance.

To facilitate the process of beneficiaries and guarantee better transparency in the housing allocation process, the minister also announced the establishment of the El-Kafil system. This system would allow subscribers to request help from a trusted third party for the payment of installments. A measure particularly awaited by elderly or isolated people.

The minister wanted to emphasize that this housing program is “a new urban and technical innovation with the objective of improving and humanizing urban centers and cities”, and this by involving all “sectors for improvement of the living conditions of citizens, to which we attach the greatest importance.”

He also confirmed that all points related to the implementation of this program were prepared in advance, including, in particular, correspondence addressed to the walis for the definition of the available land bases, affirming that this would allow the immediate launch of projects in tune with the opening of registrations

He insisted on the need for strict monitoring of the housing allocation process, ensuring that “housing will be given to those who deserve it” because very clear instructions have been given to guarantee fair and transparent distribution of housing. AADL 3.

In addition, Mr. Belaribi wanted to highlight the advances in digitalization of the Algerian Agency for Housing Development (AADL), affirming that all procedures will be carried out digitally via the platform dedicated to the management of housing. registrations and follow-up of files. Accessible online, this platform will allow applicants to consult the progress of their application and follow the different stages of the process in complete transparency. The minister added that the only physical contact that subscribers will have with the AADL administration will take place when handing over the keys to their accommodation.

Beyond the AADL 3 program, Mr. Belaribi also announced that more than 67,000 housing units will be distributed on July 5 as part of the finalization of the AADL 2 program.

Furthermore, the minister provided a positive assessment of the sector since 2020, with the distribution of 452,000 housing units under the rental-purchase formula. Among these allocations, 70,000 housing units were distributed in 2020, 120,000 in 2021, 115,000 in 2022 and 80,000 in 2023. Concrete figures illustrate the dynamic action taken by the authorities to resolve the housing crisis within the framework of a government strategy based on multi-sector coordination which has given new impetus to the economic development of the housing sector.
