An attractive space for the emergence of skills and a provider of future management executives

The associative movement

Despite its intense activity due to its quantity and quality and its importance is not constantly allocated, the associative movement rotates in circles. Since articles n° 10, 35, 53 and 80 of the Constitution in force and the regulatory provisions contained in law n° 12-06 relating to associations, are not really arranged on the ground.

Political power acts freshly in ubiquity. It seems that reality leads us, with conviction, to predict meetings? Are offers to associations common? The notions inherent to solidarity and public utility like the SDGs and the sustainable development objectives are diminished in the commitment of both parties. Who is responsible? Accommodated and attentive, the association is expectant. On the other hand, are the competent authorities able, without delay, to take up the challenge in the future?
In the wake of good governance, faced with limits piled up by hierarchical administrative apparatuses responsible for management, throughout the world in general and in Algeria in particular, in terms of expressing needs in terms of reflection, planning, practices, carrying out development projects of general interest and their multiple control, registered for the benefit of the community, it turns out that the third sector, namely, the associative movement, which arrives in parade, reacts tirelessly with ardor, more effectiveness and efficiency.
The outpouring of solidarity generated and the exhaustion over the fraudulent maneuvers constitute tangible proof of the associative dynamics. Throughout the world, the integration of civil society into socio-economic dynamics has become essential due to its immediate requirements and the recommended solutions. The political authorities are intelligently reviewing their strategy on this saving path. So, what diagnosis, rather prognosis, can we guess about the contribution of the associative movement in Algeria? No one will be able to disagree with this sentence: a generous and prolific actor! In this contribution, with the highlighting of my proven experience as a seasoned associative activist, we will reveal, based on a pragmatic approach, the associative structure, its human component, its legal arsenal, its organization and functioning, its scenario relationships with partners, sources of financing, public utility projects, the constraints encountered and finally an individual and collective evaluation.
For the record, immediately when I first joined, after joining a national association of a solidarity and humanitarian nature, the atmosphere was appropriate. In addition to the training sessions, the seminars and contact with partners, the office work which presented a field of culture par excellence, the voluntary work sites
embody a space of learning, communion, inter-exchange and discovery in more than one way. Mainly, during the work meetings of office members and periodic evaluation groups, I discovered that the environment is human. The human component consisting of academic skills was, in addition to the subject discussed, a source of pedagogical attributes, communication and intervention behaviors as well as the making of resolutions. I realized, being very young, that it is a second school of development and flight. The tribute here is paid personally, with energy and exaltation, to Mr. Khandrich Mohamed, president of the National Volunteer Association “Touiza”. An eminent community activist with justified human qualities deserving a national honorary distinction. This is the event which really marked me, with intuition, in the associative life of which I continue to campaign tirelessly for the promotion of humanitarian qualities and the care of young people from different geographical backgrounds of our vast country.
In accordance with the current Constitution voted in 2020 by the Algerian people, we note in particular in its articles n°10, 35 and 53 respectively that the State ensures to promote the role of civil society with a view to its participation in the management of public affairs. Fundamental rights and freedoms are guaranteed by the State. The purpose of the institutions of the Republic is to ensure equality in rights and duties for all citizens by removing obstacles which hinder the development of the human person and prevent the effective participation of all in political, economic, social and cultural life. The right to create associations is guaranteed. It is exercised by a simple declaration. The State encourages public utility associations.
For this, upon reading its legal provisions, the field is open to all national potentialities to plan programs and actions within a legal framework, thanks to training, the emergence of skills and to act in all conscience with a view to carrying out concrete actions and projects of common interest. The individual and the community benefit more. For example, the installation of a public fountain becomes an asset in the service of every living being on earth.
The territory benefits from its virtues. In addition to God’s blessing of this resource, its layout makes the surrounding environment pleasant and reassuring.

An attractive space for emergence
of skills
No one will disagree with this verdict. An associative activist is qualified by his human qualities and managerial skills acquired over time in the associative environment characterized by communion, contact, inter-exchanges, drafting and management of files.
For an assiduous fan of his exaltation, he makes tireless efforts and is subject to an understanding hierarchy; as benefits from supervision in the concern of succession and spirit of continuity of action permanently. This is why accession to elective positions is strictly reserved for members presenting a rich and substantiated individual record.
To this simple and important criterion that each member activates at a sustained pace during the interval of the mandate in the hope that in the future, will have this opportunity to act better and be profitable for the benefit of its associative community and the national community. Associative activism is judged in society as a framework for development and recognition of the human and technical quality of each potential actor.
The latter constantly finds himself in a position to delight himself with freedom of expression, action and consequently in search of eternal success. In short, the range of achievements in terms of obtaining subsidies, carrying out actions and managing common files is considered an asset to meet challenges in the future.

A provider of future executives

Reality has demonstrated, without limits, that the associative environment is a long-breathing battlefield. It ends with a breath of fresh air in favor of the structure as an honor and a new charge to the active member sacrificed as a challenge for other challenges within public institutions and administrations. In addition to acquired professional qualities, this community activist displays an orthodox posture in terms of exercising responsibility, combining the virtues of civility and strictness in his commitments.
The notion of exhorting some to carefully fulfill their duties and in return granting them rights, is constantly displayed in the mastery of one’s responsibilities. “Common sense is the thing best shared between people,” said the philosopher Descartes. It turns out that an association is not only a second school for exercising problematic practices with caution and more self-confidence, but also a treasure trove of future management executives as designated or elected officials.
In short, the call is launched today to young people to intensify their efforts by integrating this captivating space of emerging potential and consequently constituting a treasure from which the organization draws its choice with a view to charging them with accomplishing their statutory missions and meeting the challenges of tomorrow.
Therefore, the associative movement in Algeria, at the dawn of independence, acted in favor of the community.
Many examples are illustrative; no one is unaware of the era of reforestation campaigns, the construction of school canteens, repair and maintenance of roads, the beautiful clean villages which continue their journey to this day, the collection of financial donations for the benefit of the sick, offering of medical equipment to the needy, voluntary work sites for the maintenance of schools, etc. Marvelously still, the best scenes of the dynamics of the associative movement and solidarity gestures have appeared and can be identified in concrete acts and popular demonstrations during natural disasters.
The recent accident of the collapsed bus in Oued El Harrach, in Algiers, we note, before the immediate arrival of the firefighters, that it was ordinary citizens who dived to rescue the survivors.
