As part of the preparation of the solidarity operation for the holy month of Ramadan 2026, the Ministry of the Interior, Local Authorities and Transport announced the establishment of a secure IT system intended to supervise the management and payment of the solidarity bonus. Municipalities are ordered to facilitate procedures and clean up the lists of beneficiaries.

In an official note, addressed to the walis and the presidents of the communal popular assemblies, the ministry ordered the complete digitalization of the bonus allocation procedure, while preserving the confidentiality of personal data. This measure aims to increase transparency, reduce bureaucracy and ensure that aid reaches only families in real need.

Local authorities will now have to use an internal information system developed by the ministry, covering all stages of the operation: registration, social survey, validation and payment into beneficiaries’ postal accounts.

The solidarity bonus was set at 10,000 DA, exempt from any postal tax. It will be allocated to heads of poor families or their legal representatives, registered in their municipality of residence.

Social surveys will now be carried out electronically, thanks to the interconnection of the computer system with the databases of social security funds (CNAS National Social Security FundCASNOS), the National Pension Fund as well as the vehicle registration services.

Social action offices will carry out additional checks directly, while local teams will carry out field surveys to confirm the eligibility of applicants. Each outing must be recorded in a report signed by the members of the team.

Municipalities are called upon to intensify verifications and finalize the registration of files before December 15, 2025, with the possibility of removing ineligible people until the investigations are closed.

The ministry insisted on the need to facilitate administrative procedures. Municipalities will have to set up reception offices specially equipped with secure computers, with qualified staff to guide citizens.

It is strictly prohibited to request additional documents other than those provided for by the regulations in force, except in the case of a power of attorney requiring specific supporting documents.

Applicants will be able to collect their registration form from the social action office or complete it directly on the ministry’s digital platform. Each file must include a single current postal account, belonging to the head of the family or his representative.

Beneficiaries of the 2025 bonus are required to renew their request, either by submitting a file on site or via the digital platform. The data must be updated daily to avoid any administrative delays.

Municipal commissions and right of appeal

Municipal commissions will be set up to supervise the operation and validate the lists. These bodies, chaired by the P/APC, will include the members and field teams responsible for the investigations.

Once the checks are completed, the social action offices will establish a preliminary list of beneficiaries and another including those refused. The results will be displayed publicly and published on the official websites of the municipalities.

Unsuccessful citizens will have five days to file an appeal. The commissions will examine the complaints within a maximum period of ten days, before validation of the final list, which will be transmitted to the P/APC for the actual payment of the premiums.

The Ministry of the Interior has also instructed local authorities to provide advance budgetary appropriations to finance this operation, the month of Ramadan coinciding with the start of the 2026 budget year. Municipalities will have to ensure the availability of funds in their coffers in order to avoid any delay in the payment of aid.

Before any payment, postal accounts will be verified through the system connected to the Algérie Poste database, thus guaranteeing the reliability of the information provided. The municipal services will then monitor the transfer of the amounts to the beneficiaries’ accounts before the start of the holy month.

In conclusion, the Ministry of the Interior recalled the obligation imposed on all local officials to strictly respect the instructions and the timetable established in the note. The main objective remains to ensure that the Ramadan bonus actually reaches families in need, under the best conditions of transparency, speed and fairness.
