The Secretary General of the Ministry of Industry, Kheireddine Benaissa, indicated, the day before yesterday, Sunday, in Algiers, that the 13th session of the Algerian-Vietnamese Joint Commission for Economic, Scientific and Technical Cooperation constitutes an opportunity to strengthen economic and scientific partnerships and develop medium and long-term cooperation programs, which live up to the ambitions of the two countries. Underlining the determination of the Algerian side to work together with Vietnam to develop bilateral relations to open new perspectives adapted to the ongoing economic changes.
Speaking during the work of this session which he co-chaired with the Vietnamese Deputy Minister of Construction, Nguyen Tuong Van, Kheireddine Benaissa noted that the meeting took place on the eve of the visit, to Algeria, of the Vietnamese Prime Minister, Pham Minh Chinh (November 18-20). A visit that he described as a real opportunity to breathe new life into Algerian-Vietnamese bilateral relations.
“Several agreements and memorandums of understanding will be signed on the occasion,” he said.
Algeria, he continued, expresses the hope that this visit constitutes the cornerstone of the construction of a renewed strategic partnership, and as an advanced framework for bilateral cooperation which will guarantee a qualitative leap in the fields of politics, defense, security, economy and culture.
The Algerian side, he added, aspired to extend bilateral cooperation to other sectors such as industry, renewable energies, scientific research and technological development, digitalization, start-ups, tourism and higher education,” he said, highlighting the achievements of the two countries in several areas of cooperation and partnership.
For his part, the Vietnamese Deputy Minister of Construction indicated that this session is of particular importance, on the eve of the Vietnamese Prime Minister’s visit to Algeria, in that it makes it possible to evaluate the results recorded in terms of bilateral cooperation and to propose new areas responding to the aspirations of the leaders and people of the two countries. Underlining, in passing, the importance of strengthening bilateral cooperation to raise the partnership between the two countries to higher levels.
Affirming that his country was willing to work closely to strengthen economic, scientific and technical cooperation with a view to deepening the traditional friendly relations between the two countries, Nguyen Tuong Van underlined the importance of Algeria as a partner of Vietnam in Africa, and welcomed the investment projects in place between the two countries, like the joint PetroVietnam-Sonatrach project in the Bir Sebaa field, which is recording good results, with a capacity to 17,000 barrels/day and plans to increase production.
Highlighting the interest shown by several Vietnamese companies in investment opportunities in Algeria in various fields, such as medicines, construction, agriculture, fishing, industry, telecommunications and tourism.
Referring to Algerian-Vietnamese trade, the Vietnamese Deputy Minister of Construction welcomed a booming dynamic, he said, recorded in this area.
“If in 2024 bilateral trade was around $220 million, in the first nine months of 2025 it has already exceeded $450 million, an increase of more than 200%,” he observed. Noting that these results still remain below the expected level, given the excellent friendly relations and the considerable potential of the two countries.
This session is divided into five working groups, bringing together experts from various ministerial sectors and institutions from the two countries.
The discussions focus on assessing the current state of cooperation between Algeria and Vietnam, as well as ways to strengthen the legal framework and support future cooperation programs.
